Twiddle, Instant, designed by Rob Alexander first released in Aug, 1993 in the set Limited Edition Alpha and was printed exactly in 18 different ways. It's currently being selled by the minimum price of NZ$ 0.61. It's a key card in 1 combos.
Twiddle could be useful in a control deck that focuses on manipulating the opponent's board state by tapping down key threats or untapping lands for additional mana advantage. While Twiddle can be versatile, cards like Unsummon or Cyclonic Rift may offer more impactful effects for a similar cost, making Twiddle less likely to see play in competitive Magic: the Gathering decks.

This is not a toggle effect. If you use Twiddle to tap a card and before it takes effect your opponent taps it, Twiddle will not automatically untap the card.
