Too many constraints -- remove those specific to individual people

By definition, this property is an ID that covers individual people, groups of people, and organizations. Most of the constraints related to this property would only apply to individual people (i.e., date / place of birth; gender; occupation). For these properties, there is a list of exceptions that consists of an incomplete list of the entities that have a SAAMID that aren't individual people. These are not exceptions because the property is defined as including groups of people and organizations. They are actually part of the rule rather than an exception. It's also not sustainable to list all the groups of people or organizations because 1) it's not currently a comprehensive list, and 2) it never will be a comprehensive list because new entities continue to be added.
