E-Government systems implementing inter-organizational processes based on service orchestration c... more E-Government systems implementing inter-organizational processes based on service orchestration constitute a trend worldwide. Nevertheless, ensuring the consistency of transactions stills remains an open issue. While database transactional protocols (such as two-phase-commit) have been largely applied to enforce data consistency in distributed database systems, they have a limited application in SOA-based environments. Furthermore, providing users a consistent view of the executed business processes requires, among others, using a process notation including transactions as first-class element as well as exception handling mechanisms to address some of these problems. It also requires applying design and modeling best practices and execution guidelines, such as process patterns, to obtain business process models with the desired quality characteristics. This paper addresses these issues and sketches a proposal for business process and data consistency mechanisms to be applied in an e-Government environment.

Such collaboration is usually supported by integration platforms which process messages within inter-organizational service interactions. In turn, these collaborative environments have to satisfy compliance requirements concerning different areas (e.g. data privacy, quality of service) which may impact on these interactions. In such cases, some aspects of compliance requirements may be controlled within integration platforms. This paper proposes a policy-based solution to compliance control within inter-organizational service integration platforms. The solution comprises a system-level compliance control subsystem, which extends such platforms for controlling compliance at the message level, and a compliance policy language, which allows specifying how requirements have to be controlled leveraging the components of this subsystem.

Some aspects of these requirements have impact on the software systems that support the operation of organizations. In turn, integration platforms are largely used in order to facilitate the integration of heterogeneous systems, within intra-organizational as well as inter-organizational contexts. To this end, such platforms process and adapt messages exchanges between systems in order to solve integration issues. Given its mediation role and capabilities, integration platforms constitute a suitable place to control compliance requirements within these messages exchanges. This paper characterizes our previous work on controlling compliance requirements within adaptive integration platforms and presents an analysis of key features identifying the overall benefits, limitations and challenges of this approach.
