Artashes Sargsyan
Chairman of "Ecoteam - Energy and Environmental consulting" think tank NGO. Background - Physicist, PhD in Phys.-Math.Sci (1988). The dissertation is devoted to IR-laser spectroscopy of atmospheric gases at different intensities of the laser radiation.
Dr. Sargsyan A. is experienced in renewable energy resources (solar, hydro biogas) and energy saving (weatherization projects, energy audit). He has worked with numerous local and international projects with topics of evaluation of renewable energy potential (solar, hydro, biogas), feasibility assessment, testing of solar equipment. Dr. Sargsyan participated in several projects regarding RES and energy saving including “Small HPPs in Armenia”, implemented by “Armhydroenergyproject” Institute and CEEETA (Portugal) in 1997, “Estimation of biogas potential in Armenia” within framework of National project on energy saving and renewable energy in 2006, development National Environmental Action Plan -2 (NEAP-2) as Energy-Industry expert in 2007, assessment of renewable energy potential (biogas, solar, hydro) for Geghamasar and Pambak communities of Gegharkunik Marz of RA in 2009-2010 within UNIDO/Armenia project. He is also experienced in awareness raising activity on RES and had been publisher of monthly bulletin on RES in Armenia. Dr. Sargsyan has experience in evaluating GHG reduction for RES projects in Armenia.
In 2011, he compiled CD version on RES in Armenia and abroad in English (small hydro, solar, wind, geothermal, biomass) with funding through USAAA from US Embassy, PAS office, Democracy commission grant
In 2012, he worked as evaluation consultant with Social Impact (USA) on evaluation of USAID funded 5-year “Energy saving and regional integration” (ESRI) project in Armenia.
In 2015 Mr. Sargsyan prepared policy paper “Energy Security and Energy Union: Perspectives for Armenia” that was presented in Brussels at EaP workshop within Georgian project
In 2016 he prepared policy paper MAPPING THE ROUTE FOR ARMENIA AND THE EU COOPERATION WITHIN ENERGY UNION within EaP SCF project led by Ukrainian Strategy XXI
In 2017, he participated in development of energy and environment related part of “EaP CSF Analysis of the EU Paper on 20 Eastern Partnership Deliverables for 2020” as an energy and environment expert.

The Policy Paper is devoted to European Commission JOINT STAFF WORKING DOCUMENT (JSWD) “Recovery, resilience and reform: post 2020 Eastern Partnership priorities” released by EU on 02.07.2021. JSWD covers the time interval from 2021 to 2025 and is based on 5 pillars: democracy and the rule of law, economic recovery, the environment, the digital transition, and more inclusive societies. JSWD presents an economic and investment plan with 10 targets and country-specific flagship initiatives. The changes to the EaP architecture are also indicated.
In this policy paper the review of several platforms like the High-Level Energy Efficiency Initiative, the Green for Growth Fund, the Covenant of Mayors and the Eastern Europe Energy Efficiency and Environment Partnership indicated in the JSWD was done. Their role in attracting investments in energy and climate change areas in partner countries was reviewed. Current data on energy sector in Armenia and perspectives of its development were presented in the paper based on public documents on energy sector.
One of the top ten targets established in the documents and related to energy consumption and directed at all 6 partner counties is to have “250 000 households that reduce their energy consumption by at least 20% and to create jobs in this sector” (page 10). It is expected to renovate 5000 residential buildings. According to JSWD, it is expected to mobilize potential investments of up to €3.4 billion with focus on improving energy efficiency standards in buildings, and making renovations of public and residential buildings (page 21) more affordable.
Recommendations were done on education of energy auditors, NGOs involvement in monitoring energy facilities, energy efficiency buildings, to use STEM (Science, Technology, Engineering, and Mathematics) activities for the benefits of the targets of the document.
EU relations with Armenia are based on the EU-Armenia Partnership and Cooperation Agreement (1999), which covered also cooperation in the areas of trade, investment, economy. Armenia was included in the European Neighborhood Policy (ENP) in 2004 and in the Eastern Partnership in 2009.The Eastern Partnership (EaP) framework is the basis for the cooperation between Armenia and EU, particularly, in the area of energy. Launched in 2009 EaP confirmed the importance energy in cooperation during Riga summit in 2015.
In 2013, Armenia decided not to sign the Association Agreement with the EU and in 2015 joined the Eurasian Economic Union (EEU) (together with Russia, Belarus, Kazakhstan and Kyrgyzstan). In spite of that Armenia and the EU continue their political and trade talks. On 12 October 2015 EU started the process of negotiations on a new
comprehensive agreement with Armenia. The new agreement will replace the current EUArmenia Partnership and Cooperation agreement. The EU is Armenia's biggest export and import market with around 27 % share in total Armenian exports and imports.
Armenia cooperates with EU through many programs, among them The Energy Flagship Initiative, Eastern Europe Energy Efficiency and Environment Partnership (E5P) etc. The INOGATE program supports the economic convergence of energy markets and the enhancement of energy security within the EaP region.1 At municipal level regional support is provided through the Covenant of Mayors. Armenia joined E5P, a multi-donor fund managed by EBRD to improve energy efficiency and environmental protection in the Eastern Partnership region.
On 25 February 2015 the European Commission adopted Energy Union Strategy 23.The goal of Energy Union is to give EU consumers secure, sustainable, competitive and affordable energy. The Energy Union strategy has five dimensions to reach greater energy security, sustainability and competitiveness: (i) Energy security, solidarity and trust; (ii) Integrated European energy market; (iii) Energy efficiency to moderate demand; (iv) Decarbonizing the economy; (v) Research, Innovation and Competitiveness. Today, the EU imports 53% of the energy it consumes at around EUR 400 billion a year.
Our preliminary researches on the role of Energy Union and its benefits for cooperation between EU and Armenia in the area of energy were reflected in appropriate policy paper dated 20154. Now we attempt to provide more details and perspectives of this cooperation, taking into account latest events and data both on international and local levels.
Single-mode frequency tuning of a pulsed high-pressure photopreionized CO2-laser with laser linewidth ⪅1 x 10-3 cm-1 and peak power up to 105 W is reported. Two regimes of synchronous frequency scanning of the resonator mode by a piezoceramic transducer and mode-selecting etalon by corresponding angle tilting are carried out in the spectral interval covering the free spectral range of the used etalons. Contours of isolated lines and high-resolution absorption spectra of ethylene are presented.

Based on Armenian version developed by author in 2009, in this English version new chapter on hydro energy/small HPPs was added, new sub-chapters were added to chapter on solar energy development in Armenia. The English version includes many new photos with descriptions with purpose to present more the history of renewables’s development in Armenia since 1980 (see Attachment 3), some photos are replaced with new ones to better represent materials discussed.
The brochure discusses issues on renewable energy: solar, wind, biomass, geothermal energy and small HPPs, their available resources, the most modern technologies and their application, market development perspectives, regulatory mechanisms, in the context of climate change mitigation.
The brochure can be used by students, lecturers, engineers as well as by a large group of readers interested in the advancement of renewable and alternative energy technologies and their possible application in Armenia.
