The purpose of the study was to establish the relationship between functionality of the EMIS and ... more The purpose of the study was to establish the relationship between functionality of the EMIS and the effectiveness of M&E systems in the Ministry of Education and Sports. The study sought for three objectives that is; relationships between the sector M&E Policy, sector M&E Budget, sector M&E Staff Capacity and the effectiveness of M&E systems Ministry of Education and Sports.
The study was anchored on Mendoza’s input-out model which emphasizes that like any other social systems, the EMIS involves inputs, process, outputs and feedbacks. These inputs are human (staff), material (equipment and funds), and symbolic (policies, theories).
The study took a co-relational design by employing both the quantitative and qualitative approaches. From a population of 220 staff, the study sampled 120 administrative staff. 65 (54.2%) respondents returned the questionnaires fully completed. To ensure representativeness of the samples, randomization was a suitable and the major tool for data collection was a self-administrated questionnaire (SAQs). Content validity was done by the two supervisors while reliability of the instrument was tested via the Cronbach Alpha Method provided by Statistical Package for Social Sciences (SPSS).
The researcher employed both quantitative and qualitative techniques in data analysis. The study findings showed that; (i) sector M&E policy, (ii) sector M&E budget, and (iii) sector M&E staff capacity has a positive relationship with effectiveness of M&E systems in the Ministry of Education and Sports. A multi regression analysis revealed the adjusted R square as 0.412 which implies that Sector M&E Policy, Sector M&E Budget and Sector M&E Staff Capacity can account for 41.2% of the effectiveness of the M&E system in MoES.
