Entwicklung und Formen der Arbeitslosigkeit in Österreich seit 1990

Abstract
Der zunehmende Strukturwandel ging in den neunziger Jahren mit einer Beschleunigung der Beschäftigungsdynamik und einem Aufbrechen traditioneller Beschäftigungsstrukturen einher. Der Anstieg der Arbeitslosigkeit, als Ausdruck dieser Strukturveränderungen, betrifft besonders Personen am Beginn und am Ende des Erwerbsprozesses, d. h. Jugendliche und Ältere, sowie Personen mit geringer und mittlerer Qualifikation. Die Folge ist eine zunehmende Verfestigung der Arbeitslosigkeit. Fragmentierte Beschäftigungsformen, für die eine soziale Absicherung in der Arbeitslosigkeit (weitgehend) fehlt, stellen das residuale Versorgungssystem der offenen Sozialhilfe vor eine neue Herausforderung.
