Aktor non-negara

Dalam hubungan internasional, aktor non-negara atau non-state actors (NSAs) adalah orang atau kelompok yang mempengaruhi dan terpisah sepenuhnya atau sebagian dari sebuah negara berdaulat.[1]

Tujuan, struktur dan pengaruh aktor non-negara sangat beragam. Aktor-aktor non-negara dapat meliputi perusahaan, organisasi media, bisnis, gerakan pembebasan rakyat, kelompok lobi, kelompok agama, badan bantuan dan aktor kekerasan non-negara seperti pasukan paramiliter.
