To provide affordable accommodation to people employed in service of the government of India or the NCT Delhi, the Directorate of Estates and Central Public Works Department (CPWD) maintains General Pool Residential Accommodation (GPRA) in Delhi and various parts of the country.

Officers specifically based in Delhi can apply for government quarters through the new online portal, launched on December 25, 2020, E-Sampada. The new portal will replace E-Awas Delhi, the platform that was used earlier. Here are the guidelines and the procedure to apply for GPRA in Delhi.

 

The purpose of the E Sampada Portal

The objective of the E Sampada Portal is to bring all the information related to GPRA and E-Awas Scheme in one place so that the applicants can easily apply for the scheme and avail of the benefits. Directed by the Ministry of Housing and Urban Affairs, the portal was developed by the Directorate of Estates.

Using this portal, citizens can host hostels for tour groups, and market and office accommodation. To access the above-mentioned services, citizens no longer have to visit different portals. The above-mentioned services can be applied for by visiting the E Sampada portal.

 

Services provided by the E Sampada Portal 

The E Sampada Portal provides various services to the citizens of Delhi. The E Sampada website and mobile app are used for booking and paying Holiday Homes and TOH. First-come, first-served reservations are accepted provided that all eligibility requirements, time limits, and booking charges are met.

Elective officials of the Government of India are provided government housing by the directorate of the estate. The allotment is done electronically, which is completely automated.

 

E Sampada: Eligibility to apply for GPRA in Delhi

The eligibility criteria application for state and central government quarters in Delhi for the purpose of GPRA are:

  1. Applicant’s location in Delhi should be approved by the Cabinet Committee on Accommodation (CCA).
  2. Applicant should be employed with the secretariat of a ministry or with the subordinate office of a ministry / department of the government of India.
  3. Applicant should draw his salary from the Consolidated Fund of India.
  4. Applicant should not have any separate pool of accommodation for their department.
  5. The applicant’s office should be situated within the boundary of the government of NCT of Delhi.
  6. All applications forwarded by the office should cover the points mentioned above and should be forwarded to the directorate, with the approval of the joint secretary of the ministry.

E Sampada: GPRA application schedule for registration

Applicants should keep in mind that they should submit their GPRA applications according to furnished timelines, to be considered in the following month. With effect from March 1, 2021, the bidding cycle will commence from the 1st to 9th of every month:

1.Lower Types in Delhi (Type I to IV);
2. Higher Types in Delhi (Type IV(S) and above); and
3. Regions (All Types)

Therefore, all GPRA applicants will have to update their profile and get it approved by their respective admin officers, by the last day of the previous month.

E Sampada: How to get e Sampada login ID for your GPRA Application

Step 1: Visit the e Sampada portal and click on ‘Government Residential Accommodation’.

Step 2: Login using your credentials such as email ID and mobile number.

E Sampada login details for admins

  • E Sampada’s official website is the first thing you need to visit.
  • You will be taken to the home page.
  • The login link can be found on the homepage.
  • The next step is to click on the “for admin login details” link and then click on this link.
  • After that, you have to enter your city (post/living), ministry (department), organization (office) and other required details as soon as they appear on your screen.

Once done with these steps, your application form will be submitted successfully and within a few days, your request will be processed by the concerned department officials who will send their reply back to you after verifying your eligibility criteria following Delhi Government rules and regulations.

 

E Sampada login information for DDO

  • Firstly visit the official website of the E Sampada portal: http://www.esampada.gov.in/
  • Once there, click on the login link in the upper right corner of the screen.
  • Click on “For DDO Login Details.”
  • On a new window fill out the form asking for information about yourself and your current address.
  • Patiently fill out this form as accurately as possible.
  • Enter your city of posting/living, DDO ID, and password
  • Click the submit button
  • On your screen, you will see the required information

 

E Sampada: How to apply for a government quarters in Delhi?

Step 1: Visit the E Sampada Delhi portal (click here) and login using your E Sampada login ID and password.

Step 2: You will see the following options in the top menu:

  • Applications: To fill up the allotment forms.
  • Applicant card: To view your details, such as waiting position, allotment, etc.
  • Waiting list: To view the entire waiting list of the type(s) for which you are waitlisted.
  • Vacancies: To view the vacancies of the type(s) for which you are waitlisted.
  • Allotment preference: To provide your preferences for specific houses presently vacant.
  • Download forms: To download the Acceptance Form.
  • Help: To check the office memorandum issued by the Directorate of Estates for Automated System of Allotment.

Step 3: Click the ‘Application’ option from the menu and submit the ‘DE-II form’, as required. This should be forwarded through your office, as well which will be verified by the directorate. After verification, you will have to submit your allocation preference as mentioned in Step 4.

Step 4: After submitting the GPRA application, click on ‘Allotment Preference’. Select the house type and pool. You will be shown four conditions, read them carefully and click on whichever is suitable for you. These conditions include:

  1. I may be allotted one of the vacant houses in order of preferences being exercised by me now.
  2. I would like to be allotted any houses as per my area/locality preferences already registered.
  3. I would accept any house available for allotment.
  4. I do not want to be considered for allotment of a house during this month.

If you choose the first option, you will be redirected to a new screen, where you will be able to see the vacancies available for the type and GPRA pool selected by you. Select as per your choice and click on submit button. Once you submit your choices, your screen will show all the vacancies selected by you with your wait listing number. Now, you need to order your preferences for allotment against these options. Click on ‘Accept’, to save your order of preferences. Once you save all these choices, take a printout of the screen.

E Awas: How to search for registration number to apply for government quarters in Delhi?

Follow this procedure step-by-step to search for your registration number to apply for government quarters in Delhi:

Step 1: Visit Delhi E Awas Registration Number Search portal (click here).

Step 2: Submit required information or any of the two details on Delhi E Awas such as name, date of joining, date of birth, date of retirement, designation, office ID or AAN.

  • You must enter all the required details on this new page, including the name of the approval authority, the designation, the address, the details of the office, the name of the ministry, the state, the city, the Pin code, etc.

E Sampada: How to apply for Print Office?

Just follow these simple steps to apply for print office on the E Sampada portal’s official website:

  • Use the search bar at the top of the page to find your home address.
  • After that, you will see a list of all government offices in your area.
  • Click on Print Office Eligibility Application and then click on the print office eligibility application click here link.
  • After that, you will see a dialogue box appear on your screen.
  • Click on the OK button after entering your office name in the dialogue box.
  • Your application will appear on your screen after that.
  • You can download this application by clicking on the download options link which will be available in the download section at the bottom left corner of the page next to where it says “Print out this application”.

 

E Sampada: Phone number update

  • Firstly, visit the official website of the E Sampada portal.
  • The login link Update Mobile Number can be found on the homepage.
  • Click on the Get OTP button after entering your email address.
  • In the OTP box, enter the OTP and click on submit.
  • You can then change your mobile number on the new page that appears on your screen.

 

E Sampada: Request for Office (NER/J&K/A&N/Lakshadweep)

  • To apply for office requests (NER/J&K/A&N/Lakshadweep) on the E Sampada portal, you must first visit the official website of the E Sampada portal.
  • After you click on login, a new page will open.
  • Select Office Request from the options provided, on this new page.
  • Click on submit.
  • You will see a list of options on a new page.
  • You need to choose the options Ministry, Department, Organization and Office.
  • You will then need to attach a scanned copy of the approval order from your email account.
  • The scanned copy will be uploaded into an image processing software like Adobe Photoshop or any other brand name.

 

E Sampada: Retention on death ground payment online

  • Visit the E Sampada portal’s official website.
  • You will be taken to the home page.
  • Log in from the homepage by clicking the login link.
  • You can pay for the retention of the death ground online here.
  • Your screen will display a dialogue box.
  • Select the GPRA City, type, locality, sector, block, and number from the dialogue box.
  • Your screen will then display a new page.
  • The required information must be entered on this new page.
  • When you have finished filling out the form, click on the submit button.
  • The payment page will now appear.

 

E Sampada: How to file a complaint about the lodgings

If you are a resident of Delhi, you can complain to the E Sampada portal. To complain, follow these steps:

  • Visit the E Sampada portal’s official website.
  • As soon as you click on the link, the home page will appear
  • The next step is to click on the login link
  • The next step is to make a selection to lodge a complaint
  • You will be presented with a dialogue box
  • This dialogue box requires you to enter your mobile number, email address, and complaint information
  • Once you have completed the form, you must click on the submit button

Government quarters in Delhi: Latest updates

Very soon, the entry-level and lower-rank central government employees will be able to apply for bigger and spacious homes, which are equipped with modern facilities, including European-style washrooms, large living rooms, modular kitchens and quality flooring. At present, the accommodations for lower-rank employees are very congested one-room or two-room quarters with limited facilities.  The new quarters are being constructed under the Central Public Works Department’s (CPWD’s) redevelopment plan for residential colonies.

As per the plan, the Type I quarters will be discontinued while Type II quarters will now have a carpet area of 70 sq metres, instead of 45 sq metres. These new quarters will come up in residential colonies at Mohammadpur, Thyagraj Nagar, Sriniwaspuri and Kasturba Nagar. A total of 9,990 flats will be constructed in these colonies, where work is expected to be completed by March-April 2022.
