For those of you unable to see the image or not seeing the problem, let me briefly describe this:

You can see the webpage https://rubygems.org/gems/rack being mostly in the english language, but it seems to have strange chinese symbols in some places as well, so it is kind of a mixed hybrid - bit english, bit chinese, which seems super-strange to me. Should it not be all-english, OR all-chinese? Right now it seems to translate some but not all (and I don't actually want any translation into chinese anyway, I prefer all-english).

This is quite inconsistent. For instance, on the top right area I have this:

which is in english, but the very next entry to the right of it, is in chinese:

 [部落格](https://blog.rubygems.org/)

Guess this is for blog.rubygems.org.

The chinese translation seems not complete.

Anyway, I don't quite understand why this wants to show me chinese by default. I could swear that, say, two weeks ago, I had this all in english only. No clue why it is suddenly in chinese-only (or, chinese primarily; as said this is right now in hybrid, which is the strangest choice made. If this is kept, perhaps a hint box should appear that says that this is not yet translated or something like that. Right now it seems the visitor does not know why some is translated and some is not; I assume some is translated because internally some parts are translated, and others are not - if a CSS styled box is added, perhaps chinese speakers could help translate it, e. g. "If you understand this language, please consider contacting XYZ with a translation of this String" or so, as pop-up message if someone hovers with the mouse over it for 3 seconds or so.).

I have had a similar problem in the past, except that it was showing either in
german; or in french. While I do understand german, I consistently prefer english,
so I don't quite understand why rubygems.org behaves this strangely. Even if I
may have messed up something in my chrome browser, I would still prefer english
at all times. Could someone who knows the code have a look and try to see what
is responsible for those odd preferences? I think it should always default to english;
a special URL parameter could then make an optional translation for people who
want this, but I think most people would expect an URL such as:

https://rubygems.org/gems/rack

to always default to english. I would not even know why chinese is used here, even
if something in my local cookies or headers may be wrong; I'd still prefer english
at all times. Thanks for reading this request.
