x/net/http2: investigate Server speed regressions from more select case #20302

Go bug for tracking kubernetes/kubernetes#45216
It appears that the new select cases in http2.serverConn.serve slowed things down.
But tip (~Go 1.9) had a number of select improvements after Go 1.8, so it doesn't show up as much perhaps. See comments and numbers in the linked bug.
