Since v5.1.0, signing key was changed, so it should be included in
archive key for piuparts.

In LTS branch, even though old signing key is still used, but it might
better to migrate.

Seems It appears to be taking a long time to install ruby gems on
windows environment. So this patch will introduce parallel install to
reduce installation time.

Currently, it is bit hard to distinct each Test jobs on
fluent-package-builder/actions/runs page.

This is because Test (CGroup V1) matrix.label matrix.test-file is shown
by default.

This commit try to make it more visibility on that page.

It appears that now the default `remote images` is
https://images.lxd.canonical.com.

I don't know why, but we can't remove `images`.
The following command do nothing, so this step fails.

    lxc remote remove images

lxc launch will fail (/var/snap/lxd/common/lxd/unix.socket: connect:
permission denied) in some cases, but not sure why yet.

To investigate further more, try to collect snap information when
workflow was failed.

If users set custom GEM_HOME / GEM_PATH environment variables, the batch file will not work as expected.
Therefore, this patch will set the appropriate values in the batch
file.

Usually, transitional package (td-agent) will be installed when
upgrading from v4. so it should be installed at the same time　 to test
in practical use case.

After removing fluent-package and td-agent,
fluentd.service file is linked to nonexistent file (masked), but
td-agent service is still active unexpectedly, so explicitly stop that
service.
