Description
Build up main town view in the action window in UI:
- In this ticket, this should be fake animation, scrolling (for testing purposes) under hard-coded ← → keys only.
- This should be turned into scrolling upon user movement and reaching border of screen only.
But that change is a part of [0.6] Player movement milestone.
Things to consider:

Consider parallax animation with three planes: mountains + trees + city buildings.

Decide, if there will be an overlay for mobiles as a counter part of pressing keys on keyboard or pad? Or if we want to implement click-and-delayed-move in [0.6] Player movement milestone? But Fake Intelligent says that there is nothing to decide as overlay is wrong for this type of game.
