What does fail mean?
Any error messages?
Share a sample file?

Anyhow, LibreCAD DXF files, especially simple files with just a rectangle, usually opens without issues in Autodesk TrueView. So this might be an issue from LaserWorks software.
Also, when it comes to investigate this issue, we have no access to LaserWorks or its source code to debug this. I'd recommend to report this to LaserWorks.
