Siddīqi was born on 26 December 1944 in the [[Lakhimpur Kheri district]] of [[United Provinces of British India]].<ref>{{cite book |last1=Nizāmi |first1=Zafar Ahmad |author-link1=Zafar Ahmad Nizami |title=Qalmi khākey |page=263 |edition=First, 2013}}</ref> He graduated in the traditional [[dars-e-nizami]] studies from [[Darul Uloom Nadwatul Ulama]] in 1959, and mastered in literature from the [[University of Lucknow]] in 1960.
