After the last block expired on June 2013, the user has made unconstructive edits to several articles. The user has also made lawful edits during that time.

Despite this, a look at [[Special:Contributions/71.46.49.251]] shows that most of the edited articles are related to musicians/music bands, both before and after the last block, which could suggest that the IP has been used by only one person.
I suggest applying an anon-only block like the last time, even if the user has not been warned since the last block.
