- How should we define civility and incivility? Should civility be "enforced" and if so, how?
- The first phase of this RFC is now concluded. It consisted of position statements and open discussion of the topic. It can be viewed here. Thanks to everyone who participated.
- The second phase consisted of a series of questions users were asked to answer. See Wikipedia:Requests for comment/Civility enforcement/Questionnaire to view them. This phase is now completed. Thanks to everyone who replied.
- The third phase will involve evaluating the results of the first two phases and attempting to develop a concrete proposal based on those results, to be submitted to the community for evaluation. A specific time frame for completion of that phase has not been established. If you would like to assist with this phase please join the discussion at Wikipedia talk:Requests for comment/Civility enforcement/coordination.

After an initial flurry of activity, phase one appeared to be winding down to a no-consensus state. Beeblebrox (talk · contribs) brought up the idea of a survey on its talk page. With encouragement from a few editors he drafted the survey and updated it with feedback from other editors. Details of compilation have not been agreed upon, current thinking is a team of up to 15 volunteer editors, who will attempt compile the results into a concrete proposal for the community.
