As of December 2013, the investigation had consumed $150,000 of a federal grant. A federal election commission is determining if the money was properly used for voter education. Schultz has argued his use of the money is appropriate. Based on his investigation, the State Auditor was unable to determine whether the use of the money was either proper or improper. Iowa Democrats have reported the funds were misused. Democrats stated the funds supplied to Schultz were from the HAVA program, Help Americans Vote Act, encouraged to increase the voter turnout, not to investigate voter reliability.<ref>http://www.kcci.com/news/central-iowa/schultz-9-additional-cases-of-voter-fraud-in-iowa/-/9357080/24057348/-/hbc5fi/-/index.html?absolute=true&utm_source=dlvr.it&utm_medium=twitter&utm_campaign=kccinews</ref><ref>http://www.radioiowa.com/2013/12/19/audit-not-enough-information-to-rule-on-secretary-of-states-use-of-hava-funds/</ref> |

Matt Schultz (born July 23, 1979) is a Republican politician who currently serves as Iowa Secretary of State.
Biography
Schultz was raised in West Des Moines, Iowa and graduated from Valley High School (1997). He earned an associate's degree from Brigham Young University-Idaho in behavioral sciences (2001), a bachelor's degree from the University of Iowa in political science (2003), and a J.D. from Creighton University School of Law (2006).
He is an Eagle Scout, and he is active in the Church of Jesus Christ of Latter-day Saints.[1] He served a two-year mission for the church in Argentina. He and his wife, Zola, reside in Madison County with their five children.[2]
He was first elected to public office in 2005 as a city councilman in Council Bluffs, Iowa, where he served for a total of five years.
Iowa Secretary of State
He was elected to the position of Secretary of State in 2010 as the youngest secretary of state in the country.[3] He defeated the incumbent Democrat Michael Mauro 49.8 percent to 47 percent in the general election.[4]
As of February 10, 2013 Schultz’s job approval rating was 38 percent. Thirteen percent of Iowans say they oppose the work he’s doing as secretary of state, while 49 percent say they aren’t sure.[5]
Voter Fraud
Throughout his first term as secretary of state, Schultz has worked for legislation requiring voters to show photo identification at the polls. Schultz argues that a voter ID requirement is "common sense" and necessary to prevent voter fraud.[6][7] And in February 2013, a survey commissioned by the Des Moines Register found that 71 percent of Iowans support a voter ID requirement.[8][9]
On July 20, 2012 Schultz approved two emergency voter fraud rules that would allow him to challenge the registration of voters if their names are similar to names found on state and federal lists of foreign nationals, and also approved a rule allowing people to file complaints of voter fraud without oaths via e-mail.[10]
Iowa Democrats claim that Schultz is attempting to disenfranchise voters,[11] and the ACLU of Iowa argues that voter fraud is not a problem.[12] Iowa Senate Democrats blocked the legislation,[13] and the Democratic Senate majority leader claimed it was an "overreaction."[14] The Gazette, an eastern Iowa newspaper reported, "Schultz has turned a reasonable, principled position into a political sideshow".[15]
In December of 2013, it was reported that the investigation was passing along sixteen cases of voter fraud to local county officals (representing 0.00075% of the 1.58 million registered voters in the state of Iowa). As of December 17th, 2013, five people had been charged with attempted voter fraud (all five pled guilty), and five cases of fraud were dismissed.[16][17] On January 22nd, 2014, Schultz announced charges in nine additional voter fraud cases.[18]
Democrats stated the funds supplied to Schultz were from the HAVA program, Help Americans Vote Act, encouraged to increase the voter turnout, not to investigate voter reliability.[19][20]
As of January 28, 2014, 0 cases of voter impersonation have been found.
Candidate for the US House of Representatives
On January 9th, 2014, Schultz announced he would be a candidate for the US House of Representatives. He is running to represent the Iowa's 3rd Congressional district, following the announcement by Congressman Tom Latham that he would be retiring from Congress in 2014.[21]
Schultz has indicated that his main focus in Congress would be to: repeal Obamacare, protect against government overreach, balance the federal government's budget, enact term limits for elected officials, and protect 2nd amendment rights.[22]
If Schultz wins the Republican primary in June against former Chuck Grassley COS David Young and state senator Brad Zaun, he will currently face off against Democrat Staci Appel, of Ackworth, Iowa. The 3rd District has been moved from "Likely Republican Hold" to "Tossup" for the outcome in the Rothenberg Political Report.[23][24]
