A new plan for Europe’s sustainable prosperity and competitiveness

To remain competitive, and ensure prosperity and fairness for all, we will focus on:

  • Making business easier and deepening our Single Market to help small and innovative companies thrive
  • Introducing a Competitiveness Compass to close the innovation gap, decarbonise and increase security
  • Delivering a Clean Industrial Deal to decarbonise, bring down energy prices, support our industries and create more quality jobs across Europe
  • Building a more circular and resilient economy to transition to more sustainable production and consumption practices
  • Boosting productivity with digital tech diffusion to strengthen our competitiveness and become a global leader in AI innovation
  • Putting research and innovation at the heart of our economy to succeed in the new age of invention and ingenuity
  • Turbo charging investment to accelerate green, digital and social transition
  • Tackling the skills and labour gaps to improve people’s careers and economic competitiveness

A new era for European Defence and Security

The last few years have been a sharp reminder of how fragile peace is. This is why the Commission will continue investing in European security by:

  • Building a true Defence Union to strengthen the defence industrial base, innovation and the Single Market
  • Developing a Preparedness Union Strategy to ensure we're ready to respond quickly to any crisis
  • Building a safer and more secure Europe to have the means to deal with threats and fight crime, so people can feel safe
  • Strengthening our common borders to make them more secure and to make the EU the most advanced travel destination in the world
  • Managing migration to open up legal pathways to migration, and address it fairly and effectively

Supporting people, strengthening our societies and our social model

Europe’s unique quality of life is key to both our economy and society, ensuring no one is left behind. To preserve it, we will focus on:

  • Ensuring social fairness in today’s economy to improve the quality of life for everyone in the EU
  • Bringing people together and helping the youth to address the unease that people feel and increase solidarity among citizens
  • Working towards a Union of equality where everyone can succeed, no matter who they are

Sustaining our quality of life: food security, water and nature

As Europe’s climate warms faster than the global average, we must strengthen climate and agricultural resilience, as well as preparedness. The Commission’s key priorities will be:

  • Building a competitive and resilient agriculture and food system and safeguarding biodiversity to secure Europe’s food sovereignty and support our framers
  • Working on climate adaptation, preparedness and solidarity to secure better resources, be ready and help those affected by climate change

Protecting our democracy, upholding our values

In a fractured world, Europe’s future depends on strong democracy and protecting the values that ensure our freedoms and rights. We must focus on:

  • Doing more to protect our democracy by fighting disinformation, ensuring societal resilience and preparedness, and preserving free speech
  • Strengthening the rule of law to have a fair and well-functioning society and protect independent media and journalists
  • Putting citizens at the heart of our democracy by increasing their engagement beyond elections or politics

A global Europe: Leveraging our power and partnerships

Our new foreign and security policy should reflect the rapidly changing global landscape. We must focus on:

  • Working towards enlargement as a geopolitical imperative to reduce our dependencies, strengthen our resilience and competitiveness
  • Strengthening our strategic approach to our neighbourhood to promote peace, partnerships and economic stability in the Mediterranean and beyond
  • Forging a new economic foreign policy to advance Europe’s economic security through competitiveness, fair trade and partnerships
  • Reshaping multilateralism to ensure a more equitable representation for all regions

Delivering together and preparing our Union for the future

In the last five years, the EU has set course on an ambitious programme of modernisation. We must now focus on implementation, investment and reform. Key objectives are:

  • A new budget fit for our ambitions to make it more impactful, targeted for our partners and aligned with our strategic interests
  • An ambitious reform agenda for Europe to ensure the proper functioning of a larger Union
  • A strengthened partnership with the European Parliament to deliver more together
