Abstract: At present more and more attention is paid to the development of intangible resources. In the literature there is a lot of evidence showing that these factors condition the development of contemporary economies and it is them that ensure competitiveness. But the key factor of the development is access to the personnel of the highest competences. Adequate education as well as proper competences and abilities can result in a success in the labour market through the classification to the group of workers who have no difficulty in getting , maintaining and changing the job, Just such workers do not have to be afraid of unemployment, as their performed profession belong to the scarce ones. Hence, the subject matter of the present paper are the problems that seem to be unusually important from the point of view of micro- or macro economic development.
