Abstract:
Purpose: to identify the specifics of information risks in the municipal management system. Methods/methodology: the study was carried out on the basis of a functional approach, which is the most adequate means of revealing the essence of management and self-government processes that are the most characteristic feature of social systems at various levels. Scientific novelty consists in defining political information not only as a phenomenon circulating at the regional and higher levels of society, but also at the municipal level as one of the most important in the socio-political hierarchy. Results: the dependence of the image of the municipal government on the quality of management decisions is determined by the adequacy of the quality assessment of incoming information. The identified mechanisms and regularities of information processes based on the conducted research make it possible to address the issue of possible risks in the field of municipal management, both in theoretical and practical terms. This article will be useful for managers and experts of municipal authorities, theorists and practitioners of municipal service. This article deals with the problems of information support of the municipal management system in Russia. The municipal level of government is the closest to the population: this is where all political initiatives of citizens are implemented at the first stage. This is why the municipal level is so exposed to risks in the area of information distribution. The article analyzes the specifics of information risks in the municipal management system. Information is presented at the "entrance" to the political system and at the “exit” in the form of management decisions. It is concluded that the quality of incoming information depends on the quality of management decisions that have a significant impact on the lives of citizens. Moreover, it is concluded that with the help of internal and external information flows, the image of the municipal government is formed, which is penetrated into the mass consciousness through certain channels of mass media. At the same time, the image of the municipal government is influenced not only by municipal political events, but also by regional and national ones, which is especially noticeable during the implementation of anti-Russian economic sanctions. The article identifies and justifies the need to combine domestic experience and modern conditions in this field. On the basis of the conducted research, it is proposed to solve the issue of possible risks in the sphere of municipal management, both in theoretical and practical terms. Only in this sphere, it is possible to find effective mechanisms for insuring the political system against possible shocks.
