Challenges for a Taxonomy of Cyber Defence in International Law

Zusammenfassung

The following discussion aims to illustrate that the inherently cross-border nature of certain cyber defence measures as well as the differences in relevant domestic laws partly challenge the traditional legal understanding of and differentiation between lawful and unlawful actions. It identifies the need for closer international cooperation with a focus on these specific challenges, in order to facilitate greater legal certainty with regard to the development and implementation of cyber defence measures.
