A Study of Impact of Social Welfare from Public-Private-Partnerships: A Case of Taipei City Youbike

Abstract

This research analyses the social welfare of Public-Private-Partnerships (PPPs), a case of Taipei city Youbike, which is the 7-years contract between government and Giant Corporation. We calculate the variation of social welfare resulting from Youbike by using Cost-Benefit-Analysis. The sample period is 2013–2019 and includes future prediction. The case study contains several estimations: consumer surplus, producer surplus, government surplus and external effects. According to the financial data of Youbike, we also estimate producer surplus and government surplus. The empirical findings indicate that: 1. PPPs s help Improve public welfare, 2. sharing benefits to private sector participation and producers are appropriate, 3. the public bicycle policy increase public welfare.
