Abstract
This paper examines the capacity of government to meet the new challenges of a digital age. There is a considerable risk that adaptation and change may be blocked by an administrative culture ill suited for a world of e-governance. Two sets of explanatory factors will be determinant. First, new forms collaboration within and across governments, as well as across sectors are crucial. The second variable lies in the necessary leadership of people: new skill sets, and new leaders will be required to both empower knowledge workers and defend experimental action. Technology alone is insufficient. The paper offers preliminary propositions as to how governments might address these important challenges.
