Hello. I just deleted this upload of yours because the original Youtube video you extracted this image from has not been released under a free licence. That means you cannot use their content for your own derivative images. Regards, De728631 (talk) 22:05, 30 June 2016 (UTC)[reply]

On ANNA News' website, they state that their videos are filed under Attribution-NonCommercial-ShareAlike 3.0. I'm sorry, but it's not sufficient that they mailed you. In such cases we need a confirmation from the copyright holder sent to Commons via COM:OTRS. This is the same situation as above, i. e. the Youtube release is unfree and copyrighted. If this video was posted at mil.ru before, please provide a direct link to that site so we can be sure that the Creative Commons licence you claim is valid. De728631 (talk) 22:09, 30 June 2016 (UTC)[reply]

All videos created by the Russian Ministry of Defense are posted on YouTube, and when they do post a video on their website, it is linked directly to YouTube. Their website states "© Все материалы интернет-портала Минобороны России доступны по лицензии Creative Commons Attribution 4.0" meaning that all materials related to the website are under that license. I've reviewed those three. You should tag video clip uploads with {{LicenseReview}}. Getting these reviewed quickly helps us to make sure this material is safe on Commons in case the videos get taken down at the source, or the license is changed to a non-free one. • Hi, I just found your upload with South Front. It's a great attempt for Russian news. South Front is Russian news??

Anyway, I was writing the DNR's diplomacy. I didn't find any photo of DNR's diplomatic mission in Crimea, Italy and Czech Republic on wiki commons.

and I have no time to ask the Ministry of foreign affairs for copyright and I can't speak Russian at all.

So let's make things easy. Please upload those photos so I can use for Chinese Wikipedia.

Hey Beta Lohman, it's interesting to meet a person trying to spread this information for the Chinese Wikipedia. South Front is a project to help bring the Russian and Syrian perspectives from the conflicts. It isn't necessarily Russian news, since it has volunteers working there from many different countries. Also, it's not owned by the Russian government as some people try claiming. As for the pictures, the only ones I was able to find of the DNR diplomatic missions in the Czech Republic and Italy are these 12. Here's my problem though, the images I upload are mostly either through the fair use "Creative Commons 3.0", "Creative Commons 4.0" licenses. But even though I received South Front's permission, there's still the risk of it getting deleted. Other images of mine related to me getting permission were tagged for deletion for not having "the right license". If you look above, you'll see I got deletion notifications for many of my ANNA News images. Four of them got deleted just yesterday, and I couldn't do anything about it. I have not yet resolved this issue with Wikimedia Commons, hopefully I can eventually get them restored. After I do, then I can happily upload your request of the diplomatic images. • Well, but I can see there are still 3 ways:

1. Try to make a screen shot with higher resolution from Youtube, like File:Vikings Battalion infantry.png. The diplomatic mission is well known from Russian medias like Novorossia TV, Novorossia Today, DONi Donbass News Agency. They all have videos on Youtube Channel.
2. Flickr license if there is any photo with CC2.0?
3. Contact the media worker of Novorossia TV. This news agency has many reports about the Donetsk's diplomacy, some photos as well.--Beta Lohman (talk) 15:51, 30 December 2016 (UTC)[reply]

The channels of Novorossia TV and DONi Donbass News Agency use the non-free "Standard YouTube License" for all of their videos. This Vikings Battalion image I created earlier this year was on Gennadiy Dubovoy's channel, which occasionally uses "Creative Commons Attribution license (reuse allowed)". I cannot ask Novorossia TV for the images because it will eventually be deleted unless they help with getting the permission to Wikimedia Commons. That is what I am trying to get ANNA News to do first. As for Flickr, I do not have an account. But I can try to figure out the licensing rules about it within a few days (because I am busy at the moment with the New Year celebration.) So I just checked the rules with Flickr. Unfortunately, it won't work either. Flickr rules state that "some Flickr users may upload images they don't have the rights to and then incorrectly license those images as free. When Commons users with Flickr accounts do this in an attempt to upload non-free photos to Commons, this is known as Flickr washing. Questionable Flickr images lists Flickr users and discussions where we have concluded that certain images marked as freely licensed on Flickr are too questionably licensed for Wikimedia Commons." So basically, they will include me in a list if I try to upload those non-free images of the diplomacy missions, and then eventually delete the images. I'm sorry that I can't help with this, Wikimedia Commons is just very strict with copyright adherence. If you find any news videos with "Creative Commons Attribution license (reuse allowed)" instead of "Standard YouTube License" (which you find in the description box), I can take a screenshot of the video and upload it. This is an interesting idea. That group you found is the Google+ version of Novorossiya TV. I can try to find their email and just ask for them to change the license on those specific videos, and possibly even other ones in order to get more free images onto Wikipedia. As I said, I will upload the Czech ones later, one of the pictures will be the Czech/DPR Representative Center sign (there were no signs for the Venice one). I'll have two individual pictures of those women you linked in the Czech delegation picture, and I will give a description on them too. I don't know if I'll be able to get a picture of the building appearance, because the video doesn't show which exact building they are in. Venetian means the people of Venice. Venice is a city in Italy (I originally thought they represented Veneto, which is a republic/region inside Italy). Venice is where the DPR representatives went first in their international travels. They got recognized by the city of Venice, and I showed you pictures of four different diplomats/representatives with detailed English descriptions. The DPR's Minister of Foreign Affairs, Kofman. And three Italian representatives; Bertolazi, Comencini and Dzokatelli There are also detailed pictures of them sitting at the table, and holding the other delegation's flag as a sign of respect. Two of them 1 2 are actually in Ostrava when the center was opened, the other three are in Donetsk when it was announced to be opened 1 2 3 The Czech building which the press conference happened in is not in any of the Novorossiya TV videos. Same thing goes for the Venice delegation for Turin, there are no videos related to that. Some of these pictures I feel can still be used for the DPR diplomatic missions in the article you are writing. So basically since January 28th, there has been a sharp escalation in the fighting. The reason for this is that the Poroshenko regime is not interested in the fulfillment of the Minsk II agreements, and they want to blame all the escalation on Russia. From the direction of Avdiivka, they made multiple breakthrough attempts on the DPR cities of Donetsk and Makiivka. As of January 31st, Ukrainian forces shelled DPR residential areas, a power station (which cutoff electricity) to some districts and cutoff electricity from the Zasyadko coal mine. All of this information, including high Ukrainian casualties from the morgues are available, and won't be reported by most "reliable sources". Right Sector went as far as firing at their own Ukrainian soldiers in Avdiivka, and they are responsible for the water, electricity, and no heat crisis in the city right now. Here are two South Front videos related to this matter, 1 2 If you want recent English articles about it, I recommend seeing this website. It's definitely not considered as "reliable" on Wikipedia, but it has information that is being censored on CNN, ABC, Fox, BBC and all other typical news. If the escalation doesn't stop, we might see large-scale offensives soon, similar to the 2015 Battle of Debaltseve. And of course we know who they will blame on all of this, Putin! Ukraine started mostly receiving $1 billion loans from the IMF since their February 2014 coup d'etat. That doesn't mean they have plenty of money now, they use it to repay for their old debts to the IMF and others. The IMF is not supposed to give any country loans when they are in a state of war. But since Ukraine's government claims this is an "Anti-Terrorist Operation", they can legally give them loans. Even though this is ridiculous, since it's clearly a civil war. That is true about the DPR and LPR passports being recognized by Russia. However, Russia has never officially recognized the Donetsk or Lugansk People's Republics as countries. Even though they help them both openly and covertly, they officially recognize their territory according to the Minsk II agreement as two self-governing regions in Ukraine. This will probably change over time, especially if the War in Donbass were to escalate in the future.

On the bottom of the List of limited states article, we can see a section called "Excluded Entities", a part of it says: "Rebel groups which have declared independence and exert some control over territory, but which reliable sources do not describe as meeting the threshold of a sovereign state under international law. Examples include Donetsk People's Republic, Luhansk People's Republic, Kachin Independence Army and the Islamic State of Iraq and the Levant." As much as I don't like seeing the DPR and LPR being grouped in with terrorists like ISIS, they were included among many different rebel groups in the world. There were already disputes a few times on the List of limited states article's talk page over whether to include them or not, and all of the times it was decided that they wouldn't include them. Technically the so-called "Anti-Terrorist Operation" is still ongoing. There are small skirmishes and artillery shelling occasionally. But yes, essentially Donetsk and Lugansk for the time being agreed in the Minsk II that they are parts of Ukraine, just with self-governing territory. But since Ukraine hasn't and won't comply with Minsk II (which includes giving the DPR and LPR special status under point 11 in Minsk II), the Donbass has to patiently endure this stalemate while the West blames Russia for slowing the ceasefire process. Even though they suspended the Novorossiya project in order to preserve the Minsk II a bit longer. This is all just to buy time, true analysts don't believe for one minute that Donbass will be under Ukrainian control after the violent way this civil war started in 2014. In the France article there is a line that reads "Local French official Géral-Hubert Favart has agreed to help Donetsk set up the office due to lack of official support from the EU or French governments which do not recognize the sovereignty of the Donetsk or Lugansk People’s Republics." So to answer the first question, neither France or Greece recognized the Donetsk People's Republic. It's through the help of local people like that French official or the Greek professor Andreas Zafiris that they opened. I would consider these "embassies" as just buildings where people can help donate or learn about the DPR through a non-EU perspective. As for the second question, I don't know if Ukraine will stay as one country in the future. Some analysts like Rostislav Ishchenko predict that it may breakup like Yugoslavia did, but with an even larger war that divides the country up. Of course that is the worst case scenario, only time (a few years) will tell what happens to Ukraine and the DPR/LPR. Same way with Syria, I've been studying that war closely since 2012. This action by the Ukrainian parliament already happened on September 5th, 2017. Until the beginning of 2019, the Russian language will remain in Ukrainian elementary schools. As of this year, all classes after 5th grade must be taught in the Ukrainian language. Before this fascist law of course, there used to be schools in Ukraine that were taught only in the Russian language for their large ethnic minority in Ukraine. Half of the country speaks Russian anyway, but this is just another stupid law that will one day in the distant future be reversed. The Mykolaiv oblast (region) was prevented by the Ukrainian SBU (intelligence services, also their Gestapo) in buying Russian school buses. More of that information is in this article.
