As a rough guideline, administrators usually require editors to have made more than 500 useful non-botlike edits, and to have been active in the last thirty days. Patrollers and License reviewers don't have to request this flag. Find possible candidates.

It's definitely not part of Commons aims to "bootleg" songs. Additionally, you were blocked for a 2nd time for uploading copyvios last year, and I see from your talk page that you had some copyvios from this year. That is definitely concerning to me. MP3s are also complex as far as copyright because the composition also has to be public domain or explicitly freely licensed in addition to performance and the recording. These are explicitly stated as having been released into the public domain by the band themselves. The "bootlegger" is the name of the website that the band runs. To quote the disclaimer on the website: If anyone wants to release these albums, you’re free to do so. Here you’ll find links to audio files and cover art. I often make minor changes to media files, in particular I often need to make minor changes to File:Wide area synchronous grid (Eurasia, Mediterranean).png which is used across multiple wikis so creating new versions every time is impractical, and I edit other files too, mainly on English Wikipedia. I’d like to request file mover rights so I can fix (both self and importing) error,according to guidelines, by myself. I often come across files that need renaming for better clarity, accuracy, and consistency. Having these rights would help me contribute more efficiently (while doing category maintenance, like the one I made for DJs); moreover it will avoid overloading rename requests and relative categories (where I can also help with this right). I'm kind of an airhead and sometimes misname my own images. Mostly I just don't want to put the burden of my own mistakes onto other editors or deal with that unpredictable latency, but I may also use this to fix obvious errors within the taxonomy of decapod crustaceans if I randomly come across any.
