Kathleen Bell

Kathleen Bell is the Division 4 judge of the First Circuit in Arkansas. She was appointed by Governor Bill Clinton in 1988. Her current term expires in 2016. Bell was the first Black judge to serve the First Circuit.[1][2]
Education
Bell received her undergraduate degree from Drury College and her J.D. from Washington University.[3]
