Reason For Imprisonment: The murder of at least 25* Parahumans, Repeated escape from The Baumann Parahuman Containment Center for “Snack Breaks”**.
*(Warden Note) 25 were able to be confirmed, but the actual number is way, way higher. Seriously, the plan for her capture before The Boston Conversation happened was basically, “Throw enough Capes at her in hopes someone gets through to her before she kills us all”.
**(Warden Note) The fact anyone let this happen is a travesty. I’d say Dragon should be imprisoned for this but I'd get laughed out of court.
Cell: A 5’ by 5’ room with no furniture and no doors, the walls are to be painted green and a shower without walls is to be installed at the end.

Video Transcript From Interview with Prisoner #000000002: Immediately After Transfer
(The prisoner is currently strapped into a chair, completely naked, and humming to herself. Warden walks into the room, and the humming stops)
Prisoner: You are to be mine warden? (Light Giggling)
Warden: Yes. (Giggling stops)
P: Then was thine oath a lie? Will the heir to Boston not arrive for our meeting? (The Prisoner has layered her voice at this moment)
W: I Actually got the exact wording of the promise, the whole “I will stay in the Birdcage forever” thing was bullshit. Plus your snack runs prove it.
P: (Voice as normal) While we find it humorous so few notice that, thou realize we stay within thine prison for pleasure, not compulsion, yes?
W: While that was true for The Birdcage, you will find it much harder to leave here. (Warden places one of his “PunishTek” creations on the table.)
P: (The Prisoner Smirks) While thine hubris amuses us, You must know Artificers such as thou… (The Prisoner stops talking and becomes visibly distressed)
W: Yeah, Hubris, sure. Don't worry though, you will enjoy your stay, even without those fairies of yours.

Restraints: Ciara is to be stripped naked and a PunishPlug is to be inserted into her anus. Two nipple clips are to be attached and tied to a PunishCap placed atop her head. Her arms are to be tied around her back, with the rope designed in such a way that it loops around and squeezes her breasts. A green ball gag is to be inserted into her mouth, PunishPhones placed over her ears and PunishGlass secured over her eyes.
Individual Rules: Ciara may not use any Parahuman Powers, she is not allowed to orgasm, she may wander all halls of the prison, she is to obey all orders given to her by staff members, any staff member may levee any punishment towards her as long as it violates no other rules. Reason For Restraints: In order to suppress her powers Wardens “PunishTek” must be close at hand, and best practices dictate she be equipped with multiple objects to act as failsafes. Since Wardens Tinkertech works off of energy produced through a certain biological processes* It is efficient to have the Tinkertech be made to produce that reaction**. The Cap is made to fall off if the prisoner does not keep a straight back, and is weighted to the point where when it falls it will constantly pull on the nipples without damaging them***. The rope is meant to increase the humiliation felt by the prisoner, and the ball gag is there for the same reason****. The “PunishPhone” headphones and the “PunishGlass” AR visor are meant to help the prisoner stay docile. With the headphones and the visor showing several subliminal messages, most made to keep the prisoner docile and the rest to prevent accidental releases*****.

- Security personnel on day shift have taken to slapping her tits wherever she crosses their path.
