It was intended for male audience all along. You can't miss out the countless fetish appeals in practically every scene, if you look carefully.
My best guess is that the show targets the (surprisingly sizable) "adult male" part of the Precure fandom, so that's why it has similar feel so often.
Still, unmistakenly, this IS a seinen, much like Ichigo Mashimaro was.

Speaking of target audiences, I wonder if Fantasista Doll really started off as a project aimed at the seinen demographic. Other than maybe the dolls occasionally being faux-naked (which stopped making sense after the 2nd episode anyway), there's nothing in this that Precure doesn't do already. The show certainly feels very shoujo-ish (complete with Tuxedo Monocle) and the actual TCG could be pretty popular with that demographic.
Then again, what do I know about marketing things to little girls.
