November 13, 2024
BATON ROUGE, La. - Secretary of State Nancy Landry is excited to announce that the Louisiana Notary Public Examination will transition to a computer-based format in the spring of 2025. Once implemented, the computer-based test will be offered exclusively at Louisiana State University’s Baton Rouge campus multiple times each month. The new format will allow the test to be offered more frequently and provide more time per question than the paper format currently allows.
“We are very excited by this development. The new format will provide more opportunities to pass the examination, significantly shorten the wait-time for re-taking it, and allow for scores to be released faster. It is our hope that eventually we can make the examination available at other testing sites around the state,” Secretary Landry said.
Registration is now open for the final paper-based exam, which will be administered on Jan. 11, 2025. After the January examination, all 2025 notary exams will use the 2025 edition of the study guide, which will be available for purchase in January on the Secretary of State’s website.

July 19, 2024 BATON ROUGE, La. — Secretary of State Nancy Landry is pleased to announce that Louisiana native Johnnie Jones, a veteran of the Second World War and key figure of the Civil Rights Movement, has been posthumously named the 2024 Margaret Chase Smith American Democracy Award winner. Jones was named the recipient of this prestigious honor on Friday, July 12 at the National Association of Secretaries of State (NASS) Summer Conference in Puerto Rico. NASS members recognize award recipients for individual acts of political courage, uncommon character, and selfless action in the realm of public service. A native of Laurel Hill, Louisiana, Jones was drafted into the U.S. Army when the United States entered the Second World War and took part in the Normandy Invasion as part of the 494th Port Battalion. He was wounded aboard the SS Francis C. Harrington when it struck a mine and then came under fire from German aircraft. Despite his injuries, Jones continued to fight for the liberation of France, fought in the Battle of the Bulge, and served as an aide to General Dwight D. Eisenhower. He was awarded a Purple Heart for his injuries sustained in combat at a ceremony in 2021 at Louisiana’s Old State Capitol.
When Jones returned home from war, he was beaten by a police officer on his way to a medical appointment to care for his injuries. This compelled him to pursue his law degree at Southern University Law Center. After graduating from law school in 1953, Mr. Jones was asked to represent protestors and members of the United Defense League who were participating in the Baton Rouge Bus Boycott. This protest became the blueprint for the Montgomery Bus Boycott. He continued to serve as a civil rights activist as a member of the Louisiana House of Representatives, and after his one term in office, he returned to practicing law until the age of 93. Jones passed away at the age of 102 in 2022. “I was pleased to nominate Mr. Jones for this prestigious award and am honored that my colleagues have seen fit to name him as this year’s award recipient,” Secretary Landry said. “From his service on the beaches of Normandy, to the Baton Rouge Bus Boycott, to his time in the state capitol, Mr. Jones spent his life fighting for what he believed in and represented the very best of Louisiana.” Previous award recipients include Rosa Parks, the Little Rock Nine, former U.S. Secretary of State Dr. Condoleezza Rice, and former U.S. Supreme Court Justice Sandra Day O'Connor. ###

Although this bill did not become law, our office will continue to implement and execute the election integrity policies and procedures that make our state a national leader in safe and secure elections.
“I wish to thank Representative Les Farnum for his work on this legislation for the past three years, and all members of the legislature who recognized the importance of the legislation and voted to override its veto. SECRETARY ARDOIN URGES LEGISLATURE TO OVERRIDE VETO OF H.B. 646
July 17, 2023
BATON ROUGE, La.—Today, following the announcement that the legislature would hold a veto override session, Louisiana Secretary of State Kyle Ardoin again called on the legislature to override the veto of HB 646 by Representative Les Farnum.
“HB 646 is critical to election integrity and the maintenance of accurate voter rolls in Louisiana. While the Governor's veto was misguided and blatantly partisan, the legislature has a chance to right that wrong by overriding that veto," Secretary Ardoin said.
HB 646 would phase in an additional subset of voters in the annual voter canvass to include voters who have not voted or had any voter activity in ten or more years.
###
SECRETARY ARDOIN ISSUES STATEMENT ON H.B. 646 July 5, 2023
BATON ROUGE, La.— Louisiana Secretary of State Kyle Ardoin issued the following statement after Governor John Bel Edwards vetoed House Bill 646 by Representative Les Farnum, which would enhance the annual voter canvass to ensure the accuracy of Louisiana's voter rolls. “The insistence by the governor that this process is unnecessary is blatantly partisan and ignores not only the recommendation of the nonpartisan Louisiana Legislative Auditor and election experts, but also the relevant testimony and real-life examples presented in committee. I believe preserving election integrity is the most important role of the Secretary of State, and my office and our local election partners need this statutory authority to uphold my duty to deliver safe, secure, and accurate elections to the people of Louisiana. I call on the legislature to convene a veto override session and consider H.B. 646. No other election integrity measure is more critical to our state at this juncture."

Last year, former Amite City Chief of Police Jerry Trabona and Amite City Councilman Kristian Hart were each sentenced to one year in prison for conspiring to pay, or offering to pay, voters for voting in a federal election. BATON ROUGE, La. — The National State Auditor’s Association has named the Louisiana Legislative Auditor’s report on the Department of State’s election integrity procedures as its 2023 Small Performance Audit Excellence in Accountability Award winner.
The Louisiana Legislative Auditor’s team, led by Michael Waguespack, conducted an exhaustive review of Louisiana’s election integrity policies in 2021, leading up to a comprehensive report issued in March 2022 that concluded, “Overall, we found that the Louisiana Department of State has procedures and practices in place to ensure election integrity.” “Legislative Auditor Michael Waguespack and his team are most deserving of this award for their thoroughness and professionalism in reviewing our election integrity efforts, and I sincerely thank them for their hard work,” Secretary of State Kyle Ardoin said. “Their report detailed the extensive efforts our office, our local election partners, and election workers across the state undertake to ensure that Louisiana’s elections are safe, secure, and accurate. SECRETARY ARDOIN ANNOUNCES HE WILL NOT SEEK RE-ELECTION April 11, 2023
BATON ROUGE, La. — Louisiana Secretary of State Kyle Ardoin issued the following statement: “I have decided not to seek re-election.
For the last five years, I have had the blessing of serving as Louisiana's 44th Secretary of State. In that time, we have faced unprecedented challenges including major hurricanes, a global pandemic, and lies about our election processes and procedures. Through it all, I have been able to witness the unyielding dedication of election staff across the state who worked countless late nights and weekends, sometimes putting their own needs on hold, to deliver democracy to the people of Louisiana. I could not be prouder of their work, and being tasked with leading these individuals has been the honor of a lifetime.
I trust that the next Secretary of State will be able to build off of the accomplishments we have achieved in the last five years, including widespread recognition from the Louisiana Legislative Auditor, the Heritage Foundation, and the Electoral Integrity Project for our election integrity measures. I hope that Louisianans of all political persuasions will stand against the pervasive lies that have eroded trust in our elections by using conspiracies so far-fetched that they belong in a work of fiction. The vast majority of Louisiana's voters know that our elections are secure and accurate, and it is shameful and outright dangerous that a small minority of vocal individuals have chosen to denigrate the hard work of our election staff and spread unproven falsehoods.
I am thankful for the tireless work of my staff over these last five years, and for the love and support of my family through the many challenges we have faced. I look forward to continuing to serve the people of Louisiana through the remainder of my term." ###

SECRETARY OF STATE KYLE ARDOIN ANNOUNCES ORLEANS PARISH CONSENT JUDGMENT
March 1, 2023
BATON ROUGE, La. — Secretary of State Kyle Ardoin announced today a consent judgment with the leaders of the proposed mayoral recall in New Orleans. “The maintenance of voter rolls in Louisiana is of utmost importance to me," Secretary Ardoin said. “Even though the statutory and constitutional authority to conduct list maintenance rests with each parish's Registrar of Voters, I continue to call for legislation that would provide for additional tools to better conduct this important job; namely, a supplemental voter canvass. The legislature supported this measure overwhelmingly in 2021 and 2022, but it was vetoed in both years by Governor Edwards. I am again calling on him to sign this critical legislation this year."
“The ability of all citizens, regardless of political affiliation, to participate in the democratic process necessitates accurate voter rolls. If presented with evidence that voter rolls are incorrect, it is critical that election officials review any alleged inaccuracy. Therefore, as part of the consent judgement we have reached with the leaders of the proposed mayoral recall, my office will lead the effort in reviewing, in-depth, each and every potential ineligible voter in Orleans Parish as identified by the recall leaders. Though this responsibility ultimately rests with the registrar, I want to personally see to it that this does not continue to be an issue by conducting a complete examination of the voting rolls by the Elections Division and the Elections Compliance Unit investigators."
The entry of a consent judgment by Orleans Parish Civil District Court Judge Jennifer Medley revises the number of qualified electors in Orleans Parish for purposes of the recall petition. The initial communication of qualified electors from Secretary Ardoin to Orleans Parish Registrar of Voters Sandra Wilson was 249,876. The consent judgment reached will revise that number to 224,876.
No voter will be removed from the voter rolls in Orleans Parish due to today's agreement. The removal of voters must be done in accordance with due process and with all state and federal laws.

MEDIA ADVISORY: STATEMENT FROM SECRETARY OF STATE KYLE ARDOIN ON ORLEANS PARISH VOTER LIST MAINTENANCE
February 28, 2023
BATON ROUGE, La. — Louisiana Secretary of State Kyle Ardoin issued the following statement today concerning the questions surrounding voter list maintenance in Orleans Parish: “First and foremost, I reiterate that the responsibility of updating and maintaining an accurate voter registration list falls to the Registrar of Voters in each parish. While my role is limited, my office has complied with each and every process provided and allowed for in law related to voter list maintenance.
However, I have long argued that the law does not go far enough. It is vital that we have more tools to ensure an accurate voter registration list; namely, a supplemental canvass to address individuals who are deceased, ineligible to vote in Louisiana, or have moved out-of-state. Despite the fact that many of these voters will not be removed through our current, legally prescribed canvass or monthly list maintenance procedures, Governor Edwards has continued to deny my office and our parish Registrars of Voters this necessary tool by vetoing legislation that would provide for such in 2021 and 2022.
As the law currently stands, my office has followed what we are legally allowed and required to do. I am confident in my office's ability to conduct our part of the list maintenance process, but I continue to support stronger procedures, such as a supplemental voter canvass, and will support legislation to authorize one when it is presented to the legislature in the upcoming session." ###
SECRETARY ARDOIN ISSUES STATEMENT ON NEW ORLEANS RECALL QUESTIONS
February 24, 2023 BATON ROUGE, La. — Today, Louisiana Secretary of State Kyle Ardoin issued the following statement on voter list maintenance in Louisiana:
“As Louisiana's Secretary of State, I have always championed legislation to provide the tools needed to maintain accurate voter lists in each parish. Louisiana law places the responsibility of verification and maintenance of each parish's voter registration list on the local Registrar of Voters. These tools include, but are not limited to, more accurate death records from the Louisiana Department of Health (HB 167 by Rep. Mike Johnson, 2021 Regular Session).
Despite the nonpartisan Louisiana Legislative Auditor recommending a second annual canvass, and the overwhelming support of the legislature in 2021 and 2022 (HB 138 and HB 35 by Rep. Les Farnum), Governor Edwards vetoed both of these bills. Although the Legislative Auditor confirmed in its 2022 report that our office follows the necessary procedures related to list maintenance, I believe a second annual canvass is vital to ensuring an accurate voter registration list and maintaining voter confidence. For this reason, I will support this legislation, as authored by Rep. Les Farnum, in the upcoming legislative session, and I call on Governor Edwards to sign it upon its passage.
Recall elections are an essential component of Louisiana's democratic form of government. I fully and completely support and endorse the right of voters to seek a recall election."
###
SECRETARY ARDOIN ISSUES STATEMENT ON NEW ORLEANS RECALL QUESTIONS February 16, 2023
BATON ROUGE, La. — Secretary Ardoin and the Elections Division have made the integrity of voting rolls their highest priority and have championed the effort to add a supplemental annual canvass period for parish registrars of voters, which passed the legislature in 2021 (HB138 by Farnum) and was later vetoed by Governor John Bel Edwards. Our office supported this effort again in 2022 (HB35 by Farnum), which passed both houses of the legislature and was again vetoed by the governor. Parish registrars are both constitutionally and statutorily tasked with the management of Louisiana's voter rolls. Among the many tools that are available to them are lists provided by the Louisiana Department of Public Safety & Corrections and the Louisiana Department of Health. There are a number of federal and state laws governing the requirements for registrars to remove a voter from the voter rolls, including matching data points for voters that moved to another jurisdiction, had a change in qualified status as a result of a criminal conviction, or have passed away. The Secretary of State's office maintains a policy of not commenting on active litigation and will not be offering further remarks on this matter.

WRITTEN IN THE STARS: CELEBRATING 100 LOUISIANA LUMINARIES ON DISPLAY AT THE LOUISIANA STATE ARCHIVES
January 11, 2023 BATON ROUGE, La. – Secretary of State Kyle Ardoin and the Louisiana State Archives are pleased to announce the opening of the 2023 exhibition, “Written in the Stars: Celebrating 100 Louisiana Luminaries," along with its companion show, “Generations of Light," a student art exhibition. The public is invited to be among the first to view the exhibition and art show by attending the opening reception and awards ceremony honoring the high school artists of “Generations of Light" on Thursday, January 12, from 5:30 to 7 p.m. at the State Archives. “Written in the Stars: Celebrating 100 Louisiana Luminaries" will be on display in the Louisiana Room and lobby Monday through Friday, from 8 a.m. to 4 p.m. at the Louisiana State Archives until December 8. “Generations of Light" will be on display in the Exhibitions Room until January 27.
The foundational concept for the exhibit is to feature the records housed in the Archives. The birth, death, and marriage certificates of dozens of historic figures document our state's identity as the birthplace and melting pot for cultural creativity. “As the official keeper of Louisiana's historic vital records, the Louisiana State Archives provides a window into the personal history of the larger than life individuals who have made their mark on the world and called Louisiana home," said Louisiana State Archivist Catherine J. Newsome. “We are honored to have the public view the legend and memory of Louisiana's citizens and brightest stars through the use of our records."
“Written in the Stars" explores notable Louisiana-born historical personalities who made their mark in Louisiana and beyond. These personalities are organized by their zodiac signs, and viewers will identify and connect the traits which shaped these renowned figures to their own. The exhibition utilizes the collection of the state's vital records from the Louisiana State Archives and artifacts loaned by private lenders and cultural heritage institutions, the exhibition offers a glimpse into the lives of some of Louisiana's most iconic and trailblazing cultural figures.
This major exhibition shines a special light on the legacies of 49 Louisiana-born men and women of color, each who reached remarkable professional heights in the face of disenfranchisement, discrimination and racial violence. A rare piece in the show features an original edition of La Tribune de la Nouvelle-Orléans (The New Orleans Tribune), the first Black daily newspaper in the United States, reporting the news of July 12, 1866. Published by a free man of color, Dr. Louis Charles Roudanez, the paper ignited a crusade for racial justice that reached far beyond the state's borders, with over 1,000 issues of The New Orleans Tribune printed in six years.
A show-stopping piece on display is the final Mardi Gras suit of Big Chief Donald Harrison Sr. of the Guardians of the Flame, along with his sewing shears and staple gun. Coinciding with the launch of Carnival season, visitors will be reminded of the skilled artistry involved in New Orleans' Black masking traditions. At the same time, photographs and awards show the family man throughout his career path.
The stories of several New Orleans culinary figures are told through their utensils, cookbooks, recipes, and work garments. Original recipe cards and kitchen tools from the inventor of the doberge cake, Beulah Ledner Levy, show the progression of her thriving business, as do the cookbooks of cooking show television host Lena Richard and the chef's jacket worn by restaurateur Leah Chase.
Fine art by Caroline Dormon, Caroline Durieux, Clementine Hunter, John Gasquet, and George Rodrigue is featured in the Louisiana Room. “I Live in Two Worlds," a 2010 George Rodrigue Blue Dog painting, complements his bronze sculptural masterpiece from the 1970s, “Evangeline Standing," as part of the exhibit. The exhibit also includes personal belongings from Briarwood, the North Louisiana nature preserve of botanist, author and forester Caroline Dormon.
The student artists featured in “Generations of Light" used the exhibition as inspiration and produced pieces honoring one of the 100 luminaries. The exhibition and show curator Angi Cinquemano cites the generational link between both exhibits as “evidence of Louisiana's ongoing creative revolution."
Personal tours are available by request. For more information about the exhibit, follow the Louisiana Secretary of State on Instagram and Facebook @louisianasos, visit www.sos.la.gov or call 225-922-1000.

SECRETARY OF STATE KYLE ARDOIN COMMENDS GOVERNOR EDWARDS AND SUPERINTENDENT BRUMLEY FOR TIKTOK BANS January 5, 2023 BATON ROUGE, La. — Louisiana Secretary of State Kyle Ardoin commended Governor John Bel Edwards and Superintendent of Education Cade Brumley for following the Department of State’s lead in issuing a ban on TikToK on devices under their jurisdiction. This move comes two weeks after Secretary Ardoin issued a ban on the app on all Department of State devices and networks, and called on Governor Edwards to do the same on all state-issued devices. “I am pleased that Governor Edwards and Superintendent Brumley are following the lead of the Department of State. Under my leadership, the department has prohibited access to the Chinese-owned TikTok app across all of our networks and devices,” Ardoin said. “We have a responsibility to protect our constituents’ data, which TikTok places at risk with its data mining and connections to the Chinese Communist Party. This app represents a clear threat to our privacy and national security.” Secretary Ardoin also recently announced that he would be working with State Representative Daryl Deshotel on legislation that would codify a ban on TikTok on all state-issued devices. ###

LOUISIANA SECRETARY OF STATE KYLE ARDOIN AND STATE REPRESENTATIVE DARYL DESHOTEL TO PURSUE LEGISLATION TO BAN TIKTOK ON STATE DEVICES December 21, 2022
BATON ROUGE, La. — Today, Secretary of State Kyle Ardoin and District 28 State Representative Daryl Deshotel announced that they would pursue legislation in 2023 to ban TikTok on all state-owned devices. “TikTok is a clear and present danger to our national security and election integrity,” Representative Deshotel said. “TikTok is a Chinese company with close ties to the Chinese Communist Party. The last thing we need to do is give them access to the data on our state devices. We have seen first-hand that foreign agents will go to any length necessary to gather important intelligence on the United States using social media applications and sophisticated data collection. This is a commonsense piece of legislation.” “I am grateful to be teaming up with Representative Deshotel after his announcement that he would pre-file a bill to ban the Chinese-owned TikTok on state-issued devices. TikTok is a threat to our citizens' personal data and has no business on any device owned by the State of Louisiana,” Ardoin said. “Representative Deshotel and I believe we should be doing everything we can to protect our constituents’ personally identifiable information. This bill will help do just that.” Earlier this week, Secretary Ardoin announced that he was banning TikTok on Department of State-owned devices and wrote to Governor Edwards urging him to issue a ban on all state-owned devices. ###

SECRETARY OF STATE KYLE ARDOIN BANS TIKTOK ON DEPARTMENT OF STATE DEVICES, CALLS ON GOVERNOR EDWARDS TO ISSUE BAN ON ALL STATE-ISSUED DEVICES
December 19, 2022
BATON ROUGE, La. — Louisiana Secretary of State Kyle Ardoin announced today that he was banning TikTok on all Department of State-issued devices, and called on Governor John Bel Edwards to follow the lead of the governors of Alabama, North Dakota, South Dakota, Iowa, Maryland, Texas, Utah and Virginia by banning its use on all state government-issued devices. In a letter sent to Governor Edwards today, Secretary Ardoin said: “As Secretary of State, I have the serious responsibility of protecting voters' personally identifiable information, which is why I have taken the step of banning the use of TikTok on all devices owned or leased by my agency. I wholeheartedly believe that doing so on a statewide level would protect our data and reaffirm our commitment to privacy protections for our constituents. Therefore, I urge you to issue a directive banning the use of TikTok on our state government's devices with immediate effect."
This move follows a vote by unanimous consent by the United States Senate to ban TikTok on US government devices, stemming from concerns over its data collection and ties to the Chinese Communist Party.

MEDIA ADVISORY: SECRETARY ARDOIN TO HOLD PRESS CONFERENCE SUPPORTING CONSTITUTIONAL AMENDMENT ONE November 30, 2022
BATON ROUGE, La. — Secretary of State Kyle Ardoin will hold a press conference Thursday, Dec. 1 at 10 a.m. at Louisiana's Old State Capitol to discuss Constitutional Amendment No. 1 on the ballot for the Dec. 10 election. Secretary Ardoin will be joined by state Senator Beth Mizell, along with Christopher Arps, President of Americans for Citizen Voting. “As Secretary of State, it is my job to ensure that our elections remain secure, accurate and transparent. That includes protecting and preserving the right to vote for American citizens. Currently, there is the potential to exploit language in our state constitution that could allow municipalities to extend the sacred right to vote to noncitizens. That doesn't sit right with me, so I worked alongside Rep. Debbie Villio and Senator Beth Mizell during the most recent legislative session to craft language that makes it clear that only American citizens can vote in Louisiana's elections," Ardoin said.
Constitutional Amendment No. 1 was placed on the ballot after passage of HB 178 by Rep. Debbie Villio during the 2022 Regular Legislative Session. HB 178 had 40 co-authors and passed with a bipartisan two-thirds majority in the Louisiana House of Representatives, and a nearly-unanimous vote in the Louisiana Senate.
Louisiana's Old State Capitol is located at 100 North Blvd. in downtown Baton Rouge and is under direction of the Louisiana Department of State.

KENNER POLLING LOCATION MOVED November 8, 2022 BATON ROUGE, La. — Secretary of State Kyle Ardoin responded to a bomb threat this morning at the Kenner Discovery Health Sciences Academy on Loyola Drive, which also serves as a polling location. Law enforcement officers are on the scene, and early investigations indicate that the motive was not election-related. The school serves as a polling location for precincts K007A and K007B, which have been moved to Audubon Elementary School at 200 W. Loyola Drive in Kenner. Personnel have been stationed at the location to direct voters to Audubon Elementary, and voters who signed up for electronic notifications through the Geaux Vote online portal were notified of the change electronically.
“I am exceedingly grateful to Kenner Chief of Police Keith Conley and Jefferson Parish Sheriff Joe Lopinto for their prompt response and thorough investigation, which appears to show that this was never targeted toward voters or election workers. I also applaud our department's elections staff and Jefferson Parish Clerk of Court Jon Gegenheimer for this quick response to move the location and inform voters of the emergency move," Ardoin said.
