I'm always down for a so good it bad anime OVA but sometime it stumbled upon weird one like Joker: Marginal City.With a runtime about 42 minutes it very watchable but still there a ton of WTF moments about a very sensitive topic at that time that i assume the studio just throw it out to make it extra special but fail horribly cause the anime don't even bother explain it
