Born in New York City to a Jewish father and an Irish Catholic mother, she grew up in Miami and Los Angeles, where she graduated from Hollywood High School.

Her father, Bill Miller, was a Las Vegas entertainment icon. Her sister, Susan, has a degree in photography from the San Francisco Art Institute. Her late stepbrother was famed "Rolling Stones" record producer Jimmy Miller; he was also the writer of the lyrics to the Spencer Davis song "I'm a Man".

Attended Ohio State University where she was a member of Kappa Alpha Theta sorority. Graduated from Barnard College in 1969 and received a master's degree in public affairs from Princeton University's Woodrow Wilson School of Public and International Affairs.
