Description: The primary duty of the Attorney General is to serve as legal counsel to Alabama’s state agencies, departments, and officers. Description: The Alabama Department of Finance is more than just dollars and cents. With thirteen divisions and more than five hundred employees, Finance claims a myriad of responsibilities. From formulating the Governor’s annual budgets to maintaining the grounds of the capitol complex in downtown Montgomery, the Alabama Department of Finance leaves its mark on state government. The state finance director, appointed by the Governor, leads the Department. He is the chief financial officer of the state and the Governor’s advisor in all financial matters. Description: At press time, Robert Bentley is in his second term as Alabama’s chief executive. He continues to be committed to creating jobs for the people of Alabama. In 2010, he was elected the 53rd Governor of the state of Alabama on his promise to put Alabamians back to work. When Governor Bentley took office in 2011, the state’s unemployment rate was 9.3 percent. Governor Bentley promised the people of Alabama he would not accept a salary until the State reached full employment (5.2 percent unemployment). To date, Governor Bentley has never accepted a salary as Governor.

ALCOHOLIC BEVERAGE CONTROL (ABC) BOARD
Description: Following the era of Prohibition, each state individually decided how alcoholic beverages would be managed within its borders. The people of Alabama did not want alcoholic beverages marketed like soup and soft drinks. Recognizing the lethal potential of alcohol, Alabama citizens demanded its rigorous control. The ABC Board was legislatively created to fulfill this mandate.
The ABC Board controls alcoholic beverages through distribution, licensing, and enforcement. The Board operates a chain of retail stores selling the majority of liquor purchased in Alabama. The Board operates in an efficient and cost-effective manner to ensure that Alabamians who choose to purchase beverages are able to do so at a fair price while generating considerable revenue for the State and local governing authorities. The facts prove that the system of control in Alabama is working. The State ranks among the nation’s leaders in per capita revenue from the sale of alcohol, but does so while maintaining one of the nation’s lowest levels of per capita consumption. This exactly fulfills the mandate of the people of Alabama.
The ABC Board also licenses commercial firms to sell alcoholic beverages. These range from restaurants and nightclubs to small stores selling beer for off-premise use. Applicants for a license are examined carefully to ensure the individuals involved are of solid moral character and will ensure the laws of Alabama and rules of the Board are obeyed. The proposed site for selling or dispensing of beverages is checked through neighborhood survey. After a license is issued, the ABC Board continuously inspects operations of licensees.The Board also conducts audits, collects taxes, and disburses revenue obtained from those taxes, and disburses revenues from the ABC Stores. Recipients of these funds include the Special Education Trust Fund, and the State General Fund.

OFFICE OF INFORMATION TECHNOLOGY
Description: The Office of Information Technology (OIT) was formed through the passage of Senate Bill 117, and was signed into law by Governor Robert Bentley on May 21, 2013. As enacted, Act 2013-68 also established the position of Secretary of Information Technology—the first time in Alabama’s history that a cabinet-level position was created specifically for Information Technology (IT). In April 2013, Gov. Bentley announced the appointment of L. Brunson White as Alabama’s first Secretary of Information Technology. Located in the Alabama state capitol, the Secretary and the OIT will focus on three primary mandates: IT Strategic Planning, IT Governance, and IT Resource Utilization.

Description: The state of Alabama is part of the U.S. insurance regulatory framework, which is a highly coordinated state-based national system designed to protect policyholders and to serve the greater public interest through the effective regulation of the U.S. insurance marketplace. LEGISLATIVE AFFAIRS AGENCY
Description: The Legislative Affairs Agency Information and Teleconferencing Section has one fundamental mission—to facilitate communication between legislators and their constituents. To fulfill this mission, Information and Teleconferencing maintains two integrated programs: a network of twenty-three Legislative Information Offices (LIO) throughout Alaska and an audio teleconference network. The two systems have been enhanced to include video conferencing, a growing presence on the Internet, and a variety of handouts. Additionally, the agency has produced a video tour of the Capitol.
The LIOs distribute a wide range of data on legislative records, documents, schedules, and events. In Alaska’s smaller communities, the LIOs also serve as resource centers for information on the executive and judicial branches and the federal government.
During regular sessions of the legislature, which begin in January and run for ninety days, the LIOs are staffed and equipped to provide Alaskans with up-to-the-minute information on the status of bills, as well as the particulars of committee and floor activities. In addition to having access to the information via the Alaska Legislative Computer System, hard copies of bills are available.
Through the LIOs, Alaskans may communicate with their legislators using the Public Opinion Message System (POMS). Constituents may participate in legislative committee hearings and/or constituent meetings with legislators using teleconference facilities. LIOs can provide addresses, email addresses, Phone and Fax numbers, and toll-free numbers that many legislators maintain for use by their constituents.

OFFICE OF THE OMBUDSMAN
Description: Linda Lord-Jenkins, an experienced ombudsman investigator, was appointed ombudsman in June 2002 and reappointed in 2007 and again in 2012. Her term ends in 2017.
The agency’s senior investigator, Lord-Jenkins had served as an assistant ombudsman since 1989, longer than any other investigator in the agency’s history. In that time she conducted 75 formal investigations and 2,700 informal reviews. She had earlier worked as a reporter and editor for newspapers in Alaska and Florida.
The Office of the Ombudsman was established by the Alaska Legislature in 1975 and is governed by Alaska Statutes 24.55.010-340. The office accepts citizen complaints about state agencies and personnel. The ombudsman may investigate to determine whether an agency act was unlawful, unreasonable, unfair, arbitrary, erroneous, or inefficient, and may seek an appropriate remedy. The ombudsman may interview state employees, examine confidential state documents, inspect agency premises, hold private hearings, and issue subpoenas. The ombudsman cannot disclose information made confidential by law.
In addition to investigating citizen complaints against state agencies, the Office of the Ombudsman is a resource to the Legislature. The ombudsman may issue investigative reports and may submit to the Legislature recommendations for changes in state laws governing state agencies and programs. Municipalities and school districts may contract with the office for local ombudsman services.The ombudsman is selected by the Alaska Legislature’s bi-partisan Ombudsman Selection Committee, subject to approval by a two-thirds vote of the Legislature in joint session and by the Governor. The ombudsman serves for a term of five years and may be reappointed twice.

SELECT COMMITTEE ON LEGISLATIVE ETHICS (ETHICS COMMITTEE)
Description: Under the authority set out in Article II of the Alaska State Constitution, the legislature established the Select Committee on Legislative Ethics to administer the Legislative Ethics Act, AS 24.60. The Select Committee on Legislative Ethics is responsible for helping people understand and comply with the Alaska Legislative Ethics Act; issuing formal advisory opinions interpreting the Ethics Act; considering complaints alleging violations of the Act; and maintaining public files of disclosure statements.
The Ethics Committee has nine members: two senators, two representatives, and five public members. The committee is divided into a House Subcommittee and a Senate Subcommittee for the purpose of considering most complaints. Elected officials, who serve two-year terms, are appointed by the leadership of the appropriate body with the concurrence of two-thirds of the full membership of that house. The public members, who serve a three-year term, are selected by the Chief Justice of the Alaska Supreme Court and ratified by two thirds of the full membership of the legislature.

DIVISION OF MINING, LAND, AND WATER
Description: The Division of Mining, Land, and Water is the primary manager of Alaska’s land holdings. Responsibilities include ensuring the state’s title; preparing land-use plans and easement atlases; classifying land; leasing and permitting state land for recreation, commercial, and industrial uses; and coordinating and overseeing the needed authorizations for major development on the North Slope. DIVISION OF OIL AND GAS
Description: The Division of Oil and Gas develops and manages the state’s oil and gas leasing programs. The Oil and Gas division staff identifies prospective lease areas; performs geologic, economic, environmental and social analyses; develops a five-year leasing schedule; and conducts public review of proposed sales. ALCOHOLIC BEVERAGE CONTROL BOARD
Description: The Alcoholic Beverage Control Division has as its mission, such duties and assignments as have been given to it by the Arkansas General Assembly over the years. Those powers and duties can be briefly described as being the regulation, supervision, and control of the manufacture, distribution, and sale of all alcoholic beverages and the issuance of permits, and the regulation thereof, in pursuit of those duties and powers. The Alcoholic Beverage Control Administration Division receives applications, processes those applications, and, depending upon whether the qualifications are met as established by law and by regulation, the permit may be issued to the applicant. In summary, the mission of the Alcoholic Beverage Control Division is to exercise supervision and control over a system which allows for the legal distribution of alcoholic beverage products in the State of Arkansas.
The mission of the Alcoholic Beverage Control Enforcement Division is to enforce all Arkansas Code Annotated Laws of the State Control Act, cigarette, sales, Rules and Regulations adopted by the Alcoholic Beverage Control Board, and the training and assistance for all law enforcement agencies as well as other organizations regarding alcoholic beverages. In addition to enforcement, the Alcoholic Beverage Control Enforcement Division conducts investigations of those persons, businesses, and organizations who apply for licenses under the Alcoholic Beverage Control Act. The Alcoholic Beverage Control agents conduct inspections and report on permit applications in addition to the investigations of violations and apprehensions of violators. The agents also answer complaints and perform other special assignments, such as food stamp fraud when used to purchase alcoholic beverages. All Alcoholic Beverage Control Enforcement agents must be certified law enforcement officers.

BOARD OF APPORTIONMENT
Description: The Board of Apportionment, consisting of the Governor, Secretary of State, and Attorney General, was created in 1936 by Amendment 23 to the Arkansas Constitution. Over the next few months, the Board will be redrawing one hundred House and thirty-five Senate Districts so that each district meets various legal criteria, including each district being about the same size in population. This redistricting
is required by law once every ten years after the Federal Census. The Board of Apportionment only redistricts
Legislative Seats (i.e., the Arkansas House and Senate), not Congressional Seats—that is, the responsibility of the Arkansas General Assembly.

Description: The Assessment Coordination Department (ACD) is granted full power and authority in the administration of the tax laws of Arkansas to exercise general and complete supervision over: the valuation, assessment, and equalization of all property for ad valorem tax purposes (except utility property), the collection of those taxes and the assessors, equalization boards, tax collectors and other officers charged with those duties in all seventy-five counties, to ensure that all assessments on property in Arkansas shall be in relative proportion to the just and true value thereof, in substantial compliance with the law. DIVISION OF BUILDING AUTHORITY
Description: The Division of Building Authority (formerly named Arkansas State Building Services and Arkansas Building Authority) became a division within the Department of Finance and Administration on July 1, 2015. The Building Authority (SBS/ABA/DBA) has been in existence since July 1, 1975. The DBA Council consists of eleven members whose duties are to provide recommendations to the DFA Director regarding policies, guidelines, standards, and procedures which are implemented by the DBA Director and DBA staff. The culmination of these policies and guidelines are set forth in the DBA Minimum Standards and Criteria. DBA is authorized to obtain sites; to construct, equip, maintain, and operate public buildings; to authorize the leasing of property for and by state agencies; to assist state agencies in architectural and engineering needs; and to assist other state agencies in the construction and maintenance of public buildings. While most colleges and universities are exempt from construction and design review services, state agencies for other DBA services include agencies, boards, commissions, and institutions of higher education.

Description: The Economic Development Commission was established in 1955 as the Arkansas Industrial Development Commission. Since that time, Arkansas’ economy has become more diversified, moving from being predominantly agricultural to include manufacturing, advanced manufacturing, information technology, and service businesses. Description: The Arkansas Department of Higher Education serves as the administrative staff for the Arkansas Higher Education Coordinating Board. The Board consists of twelve members who are appointed by the governor and serve staggered six-year terms.

FIRE PROTECTION LICENSING BOARD
Description: The Arkansas Fire Protection Licensing Board was created in 1977 at the urging of the people in the fire protection systems industries. In 1984 the automatic fire sprinkler contracting industry sought licensing legislation, and Act 702 of 1985 brought them under this Board.The purpose and intent of this Board under Act 743 of 1977 is to provide monitoring of the servicing and installation of portable fire extinguishers, fixed fire suppression systems, fire sprinkler systems and to provide for the registration and licensing of businesses and persons providing such services in order to protect and promote life safety by minimizing personal injury and property damage which might result from improperly installed or improperly maintained fire extinguishing systems.

ARKANSAS FORESTRY COMMISSION
Description: The Arkansas Forestry Commission was established with the passage of Act 234 by the 1931 session of the Arkansas Legislature. The mission of the AFC is to protect Arkansas’s forests, and those who enjoy them, from wildland fire and natural hazards while promoting rural and urban forest health, stewardship, development, and conservation for all generations of Arkansans.
The Commission hired the first State Forester for Arkansas, Charles A. Gillett, on May 23, 1933. Gillett served through 1939, and was followed by Fred H. Lang (1939–1967), Virgil W. Cothren (1967–1971), Billy G. Gresham (1971–1980), Michael P. Mety (1980–1984), Edwin E. Waddell (1984–1993), John T. Shannon (1994–2012), and Joseph S. Fox (2012 to present).
Since 1935, AFC crews have suppressed more than 225,000 wildfires. Wildland firefighters are carefully trained in prevention and suppression efforts. Generations of school children have learned how to prevent wildfires with visits from Smokey Bear and AFC Rangers. The Arkansas FireWise program leads the state in recognized communities—and is a program solely dedicated to wildfire prevention in communities, by communities.
In addition to wildfire suppression, AFC crews respond to all other natural disasters, from tornadoes to ice storms to floods. Crews are often called upon to clear roadways to allow emergency access, and organize incident command centers used to provide a staging area for emergency responders.
The AFC is also a leader in forest and land management, stewardship, and forest conservation efforts. County Foresters and Rangers work with non-industrial private landowners to manage for forested property. Since 1991, AFC Foresters have worked with more than 1,150 landowners. The AFC is also a great resource for forest industry directories, consultant foresters, arborists, and several conservation and stewardship programs—including Tree City, USA.
AFC also provides forest tree seedlings at a low cost to ensure the availability of species for reforestation projects at Baucum Nursery in North Little Rock. Since 1935, more than 1.23 billion trees have been grown and distributed.
