About this journal

Objective
The main objectives of Peace Economics, Peace Science and Public Policy (PEPS) are:
- to further research in Peace Science and Peace Economics,
- to expose the scholarly community to innovative peace-related research,
- to disseminate the study of peace economics to a wider audience.

PEPS accepts both theoretical and empirical contributions to the fields of Peace Economics and Peace Science. In line with Peace Science tradition, PEPS welcomes contributions from an interdisciplinary community of scholars from a variety of disciplines including economics, political science, regional science, mathematics, and history, among others.

Given the fact that the journal is online, authors are not asked to limit themselves to a set word or page count for full-length papers. In order to improve scientific communication within the field of Peace Science and Peace Economics, the journal also publishes “Letters,” to provide accounts of new original research. Letters generally do not exceed 2,500 words in length, exclusive of equations, graphs, and figures. Letters can concern either theoretical or applied work, and will be subject to the peer-review process.

History

Peace Economics, Peace Science and Public Policy was founded in 1997 by Walter Isard, Professor Emeritus of Economics and Regional Science at Cornell University, and widely recognized as a founding father of Peace Science studies. Today, the journal is edited by Raul Caruso of the Institute of Economic Policy of the Catholic University of the Sacred Heart.

Does Fiscal Decentralization Mitigate Domestic Terrorism?

Abstract

Many countries have embarked on decentralization as a way to mitigate separation tendencies. Even though decentralization could satisfy some separation tendencies, the central government might be unable or unwilling to award the localities the level of decentralization they require to stay in the union. This mismatch may give rise to domestic violence and internal conflict. We propose a simple two-stage model that combines the decentralization and domestic terrorism literature in a single structural model, which can be readily tested using existing data in the disciplines. As long as the actual decentralization level meets the unobserved desired value by the localities, there will be a high likelihood of observing a zero incidence of domestic terrorism. Otherwise, the incidents happen regularly with mitigating effects from decentralization. Our model also accounts for the left-censoring of the terrorism data at zero. We examine our model using 5-year interval panel data of more than 60 countries based on the information for 1970–2019. Our results indicate a strong negative and statistically significant relationship between fiscal decentralization and domestic terrorism events. One percent increase in fiscal decentralization is associated with a two to three percent decline in domestic terrorism incidents. The coefficients of the selection model and domestic terrorism model generally conform to the literature.

UN Peacekeeping Forces and Peace Negotiations in Africa

Abstract

The aim of this article is to identify the factors underlying the success of peace negotiations in Africa, with particular emphasis on the role of UN peacekeepers. We analyze African Peace Processes (APP) data over the period 1989–2019 using the binary logistic model. Our results show that the deployment of UN peacekeepers is associated with the success of mediation efforts, both in intra-state and non-state conflicts. On the other hand, the presence of peacekeepers is detrimental to the success of bilateral negotiations. These results thus highlight that the ambiguity surrounding the effectiveness of UN forces in the peaceful management of conflicts depends on the presence or absence of a mediator. Consequently, political decision-makers should combine the deployment of peacekeeping forces with mediation initiatives to achieve peaceful conflict management. On the other hand, this should not be envisaged within the framework of bilateral negotiations, at the risk of producing opposite effects.

Migration Preferences Under Economic and Geopolitical Uncertainty: An Asymmetric Approach

Abstract

This paper aims at assessing asymmetric dynamics among migration preferences and various security and economic factors, focusing on the movements from Syria to Turkey and then to the EU via the Greek sea borders (2010M1−2022M12). We perform an economic analysis by developing a utility model, according to which migration preferences depend on security and employment and empirically test asymmetric responses of migration to corresponding shocks. We contribute to the literature by finding that migration is downwards sticky. Despite that theories of international relations may not be monolithic, the magnitude of security impact on migration implies that the state remains the primary actor responsible for managing this phenomenon, which brings us closer to neo-realism theory of International Relations (IR). Our findings reveal the factors that lead to the downwards stickiness of migration thus contributing to a better understating of the incentives for migration and to the formulation of more efficient policies.

Military Outlays and Economic Growth: A Nonlinear Disaggregated Analysis for a Developed Economy

Abstract

There is a dearth of comprehensive studies examining the compositional and asymmetric effects of defence spending on simultaneous economic growth. This study uses the Nonlinear Autoregressive Distributed Lag (NARDL) approach to analyse how disaggregated defence spending affects economic growth in Greece in the short and long term. The results hold significant theoretical and practical policy implications. First, military spending boosts economic growth in the short term but hampers it in the long run. Second, the long-term effects of positive and negative defence spending shocks are distinct, with positive shocks more detrimental to economic growth than the benefits of negative shocks. Finally, our study reveals that personnel expenditures have the most significant and enduring effects on economic growth compared to other military spending categories. Based on these results, Greece should adopt a new defence doctrine that relies on extensive personnel reserves, prioritises state intelligence and production technology, and promotes domestic military equipment over expensive foreign options.
