The plaque gives the build date of the bridge SD9946 : Mill Bridge, Cononley Lane as 1928 and the builders as K Holst & Co. For another example of their work, see SJ8727 : River Sow bridge at Little Bridgeford] by our late contributor John Maddan, who informs us that K. Holst was founded by a Danish engineer in 1918 to specialise in reinforced concrete structures, and the firm merged to become Norwest Holst in 1969 (a name I remember from my days in engineering in the 1980s).
