Is It Art?
Possibly not, the steel structures in Ladywell Fields each contain a hand water pump that is supposed to allow water to flow into the dry river bed and then down into a sump to be pumped back up. This is supposed to demonstrate the water cycle, however either the pumps need priming or the sump is dry as there was not much sign of water.
