This species, Heracleum mantegazzianum, is able to spread along rivers where its seeds fall into water. Here it's possible that a flood has in the past carried seeds to the top of the bank before subsiding. This is one of two adjacent fields that were managed as floodmeadow for grazing but were allowed to go fallow many years ago.
Do not handle the plant. Cut it down safely before it flowers or prevent seeds spreading. Report it to the landowner or the Environment Agency.
