This is the top end of Lock No 21 0n the Grand Union Canal (Leicester Section). I am unsure why there is such a strong flow over the gates. Maybe the overflow channel Link was blocked and someone just let the water out of Lock No 20.
As the locks all the way down to the River Trent are wide, a pair of mitre gates is used rather than the more usual single gate seen at the top of narrow locks. Note that all the gate and ground paddles have been lowered, so that the lock chamber could be emptied. Notice the sill (or cill) on to which the water is cascading. Boats in a full lock being emptied MUST keep their stern well clear of this sill or disaster may strike.

Grand Union Canal (Leicester Section)/Soar Navigation
The Leicester section branches off the main line at Braunston and it is 66 miles long with 59 locks (including two five chamber staircase locks at Foxton) and two tunnels. Near Leicester it continues into the River Soar, and briefly along the River Wreake. The navigation then proceeds along the river, with some canalised diversions, to Loughborough and the River Trent south of Long Eaton.
