Certainly looks like a 1st Geodetic or Primary Levelling mark, and it's shown on the earliest OS maps that I can see dated around 1900 at 183.7ft above Liverpool datum. Last levelled in 1966 at 55.900m above Ordnance Datum Newlyn.

Interestingly, early maps show this track turning to a footpath, but that seems not to have made it as a public right of way to Cotwall. It probably exists on the ground as a farm track just the same.
