Hale was the representative for Pennsylvania’s 18th congressional district and was an Ind. Republican. He served from 1863 to 1865.

He was previously the representative for Pennsylvania’s 15th congressional district as a Republican from Jul 4, 1861 to Mar 3, 1863; and the representative for Pennsylvania’s 15th congressional district as a Republican from Dec 5, 1859 to Mar 3, 1861.
