Introduction Doing Development in The Post-Development Age2020 •

Literally, development is teleological, that is, goal-focused with a gradual process into more improved conditions than present. The concept of development can be categorically conceptualized into three aspects as: (i) definition (writer’s perspective) (ii) theoretical perspective (iii) dimensions of development. Different philosophers have varied views on t his and among them, Fred Riggs has considered “diffraction” as the necessary and perhaps the sufficient condition for development, that is, for increased discretion. The “Development Administration” is concerned with the development of a country’s economics and society or, more rightly, with socioeconomic changes in a society. The concept of ‘development’ has been used in natural sciences, social sciences and physical sciences differently. Development was not merely result of the combination, study or gradual elaboration of these elements, NOR was the product of introduction of new ideas, NOR the effect of new international organization. Development was rather the result of the establishment of a set of relations among these elements, institutions and practices + systematization of these relation to form a whole. To understand development we must not look at the elements themselves but the system of relations established among them. The relations define the conditions under which objects can be incorporated into the discourse. Experts of every sector started assessing the problems and client categories were brought into existence. Development started creating abnormalities such as : illiterate, underdeveloped, malnourished, small farmers, landless peasants… which the development would treat and reform. These problems werer further specified and categorized with levels (e.g. local, regional, national…). e.g. a nuitrition deficiency of a household could be further specified as a regional production shortage. This seemingly endless specification of problems allowed mapping the economic and social life of the countries constituting a true political anatomy of the third world. The end result was the creation of a space of thought and action. Development was conceived not as cultural process (culture would disappear with the advance of modernization) but instead as a system of technical interventions intended to deliver some 'badly needed' goods to a 'target' population. Development became a force - so destructive to third world cultures, ironically in the name of people's interest. Development is thus a very real historical formation, albeit articulated around an artificial construct (underdevelopment), which must be conceptualized in different ways if the power of development discourse is to be challenged or displaced. The construction of poor and underdeveloped as universal made possible the exercise of power over the third world.

Nijgadh International Airport, whose estimated budget is bigger than the entire Nepal’s national budget, to succeed? Every time, when a national discourse is pitched as Development vs Environment, Development wins hands down, always! Development promised Prosperity for All while Environment does not really deliver anything tangible in benefits?! Those are the Facts of Perception! Yet a growing, vociferous crowd of articulate Nepalese with influence far in excess of their voting numbers is raising the stakes of Big Development Projects with uncomfortable questions of environmental disasters, livelihoods loss, costs exceeding benefits, who actually gains among the Nepalese, and who loses; will the promises actually materialize: what is the track record of governance of the deliverance of benefits of Development in Nepal?I propose to analyze some of these metanarratives of counter-discourses challenging the feverish and triumphant boosterism of development advocates who insinuate that such critics are anti-national, dollar-driven, and irresponsible as in Arun III cancellation causing us decades of load-shedding. Is the national development with prosperity slogan of the super majority government and their backers the panacea and ambrosia for all problems in Nepal?

Development Practices in Nepal: A Historical Perspective2020 •
Nepal has adopted different policies in different historical periods for development. Diverse formal institutional mechanisms were articulated since ancient period. This paper presents the development practices in Nepal with reference to historical perspective. The main objective of this paper is to review the developmental efforts of Nepal in different historical periods. This paper is based on the desk review of the published and unpublished literature. The information on development practices in Nepal, with reference to legal aspects and policy level are collected and systematically reviewed for discussion and conclusion.

The theory and the practice of development - as it unfolded over the next half a century - has been widely criticized. Originally meant to maintain indirect control over the former colonies newly liberated from imperial oppression and exploitation, and to prevent them from falling to the communist corridors, the proposed development model proved to be problematic, biased, non-promising and hierarchic; mainly intending to maintain international hierarchy and division of labour. Analysed and assessed through a range of projects across Asia and Africa, 'development' proved to be Eurocentric; universalising and standardizing the European way of life overwhelmed by 'material progress and economic growth'. The piece in hand reviews Aram Zia's article, "Post-development 25 Years after The Development Dictionar", published in Third World Quarterly in 2017.
