A GOVERNAÇÃO DO MAR FICHA DA UNIDADE CURRICULAR SEGURANÇA MARÍTIMA MARITIME SECURITY 1 – INFORMAÇÕES GERAIS 1 – GENERAL INFORMATION Regente: Prof. Doutor Armando Marques Guedes Ano letivo: 2019/2020 Curso: 2.º Ciclo Semestre: 1.º ECTS: 4 Horas de contacto: 2 por semana Contacto do docente: armandomarquesguedes@fd.unl.pt Horário: 2 – OBJETIVOS 2 – OBJECTIVES Pretende-se encaminhar os mestrandos na direção de reflexões crítica e teóricas sólidas e bem fundamentadas sobre processos de construção/cristalização de arquiteturas de segurança (excluindo safety, visto esta dimensão se leccionada noutras UCs do Mestrado) marítima, entendida latu senso. A UC visa especificamente torná-los capazes de o fazer tomando como ponto focal a questão do relacionamento de comunidades políticas nacionais, regionais ou globais com a segurança no mar, e com as necessidades securitárias que aí, ou desses e nesses domínios, possam emergir. Os mestrandos deverão aprender a problematizar o papel da segurança marítima no seu sentido mais amplo, enquanto dimensão em simultâneo constitutiva e construída pelas comunidades políticas por si mesmas e em agrupamentos nacionais, regionais, internacionais, ou globais. Para o efeito, levar-se-á os mestrandos a prestar a atenção devida dados e análises de espaços marítimos diversos e momentos diacrónicos diferentes, nesses processos de construção de arquiteturas e mecanismos de segurança, designadamente na grande Bacia do Atlântico, na do Mediterrâneo (e o Mar Negro, bem como o de Azov e o Cáspio), na do Mar das Caraíbas, e nos Mares Ártico (incluindo o Mar de Barents) e Antártico; desafios e identidades securitários construídas no quadro do Oceano Índico e da orla da bacia do Pacífico também serão afloradas como contrapontos de utilidade analítica. Os conhecimentos, aptidões e competências a adquirir incidirão sobretudo em questões presentes, e serão preferencialmente analisadas nos quadros maiores em que se inserem. We shall direct the second cycle students toward solid and well rooted critical and theoretical reflections on processes of construction/crystallisation of security architectures in human communities, security here being understood latu senso.The Curricular Unit specifically aims at making them capable of doing so by taking as a focal point the question of the relationship of specific political communities with the sea, and of the national regional, international, and global maritime security issues that may flow in and from those domains. Second cycle students to learn how to problematize the role of maritime security in its widest sense as a simultaneously constitutive and constructed dimension of national, regional and global political communities. For that purpose, masters students shall be made to handle data and analyses of diverse maritime spaces and different synchronic and diachronic moments of those processes of construction of building of security architectures and mechanisms, namely in the great Atlantic Basin, around the Mediterranean one (including the Black Sea and those of Azov and the Caspian), in those of the Caribbean Sea, and the Artic (including the Barents Sea) and Antarctic Seas; security challenges and identities constructed within the framework of the Indian and the western Pacific rims will also be touched upon as a useful analytical counterpoint. The knowledge, skills, and competences to be acquired pertain mainly to currents matters and issues, and will mostly be analyzed within the wider frameworks in which they are embedded. 3 – PROGRAMA 3 - PROGRAM A leccionação da parte teórica geral, focando a problemática da segurança marítima no seu sentido mais amplo, e em especial da maritimidade, na definição de comunidades políticas, permitirá que os estudantes venham a adquirir um quadro conceptual geral que lhes possibilite um começo de reflexão crítica e teórica sobre a construção dessa dimensão da segurança humana relacionada com o mar, tomando como cerne a questão da sua articulação externa e multidimensional. Vários exemplos concretos serão aqui tomados como pontos focais, não só nas bacias do Atlântico e do Mediterrâneo, como ainda no Mar das Caraíbas, no Índico e na orla ocidental do Pacífico. A parte especial, toma o caso português e lusófono. Finalmente a parte aplicada, versando os diferentes ciclos constitucionais e imperiais da histórica nacional, possibilitará plenamente que os estudantes saibam pensar a maritimidade tendo como termo de referência as comunidades políticas portuguesas e lusófonas e os seus processos históricos. The teaching of the general theoretical section, which focuses on the problematics of identity, territoriality, and mostly on maritimity, insofar as the definition of political communities is concerned, will allow students to acquire a general conceptual framework that will allow them to begin a critical and theoretical reflection on the construction of human communities and of their identity, by taking as a core the sea and maritime identities. Various concrete examples will be here as focal points, not only in the Atlantic and Mediterranean basins, but also in the Caribbean sea, the Indic and the western Pacific rim. The special section takes the Portuguese and Lusophone cases as its core..
