Procurement departments of almost each and every organization must take on ever more challenging projects in order to overcome deficiencies in other areas of the business. Optimizing supply structures and processes, connecting from the customers‘ demands through all the tiers of the supply chain and finding reliable suppliers in low cost countries contribute to compensate diminishing returns on assets and on revenue. Well balanced prudency has to be applied to cope with supply chain complexity, stimulate supplier innovation, enhance operational security, and consider the social and environmental impact of the supplier in sourcing decisions. Addressing issues like these requires a high level of talent and commercial acumen, and the challenges reach beyond that of the organizational supply nexus. This paper will analyze the purchasing function of my Supply Chain Department within the Yemen Business Unit of Occidental Oil and Gas (Oxy) since it meets the requirement of the assignment statement. Oxy is the operator of various oilfield concessions in Yemen and an asset of the global corporation Occidental Oil and Gas, which is specialized in the upstream oil and gas exploration and production. In consideration of the contention, I will try to evaluate the position of the purchasing function in Oxy and build a case to having the function more strategic and adequately aligned to the overall business unit competitive strategy supported by a thorough review of the literature. Oxy integrated its supply chain management to all operating units back in 2006 as part of a steering team committee decision and a major reshuffle in its leadership. The current state of the South African (SA) government's Supply Chain Management (SCM) is fraught with malpractices which include lack of good governance, fair, equitable, transparent, competitive and cost-effective procurement process. In light of the aforementioned, this paper reports on a study which examined SCM performance, more specifically, procurement management in select provincial government departments in SA. The aim of this exploratory study on which this paper is written, is to determine how procurement planning, execution, control, and monitoring affect SCM performance. Data was collected using self-administered questionnaires which were personally distributed and collected by the primary researcher, from four Limpopo Provincial government departments which were purposively selected. The Statistical Package for Social Sciences (SPSS) was used to analyse the data. Generally, SCM performance in the various surveyed government departments is effective, although it became evident that the departments experience obstacles during the implementation of SCM processes and procedures. Furthermore, procurement planning is inadequate and needs improvement when the departments procure goods, services or works. Procurement execution was also found wanting, especially with regards to procurement governance. The results of this study may assist the participating departments to align their SCM and procurement practices to prescribed legislation in order to increase SCM performance, as well as achieve the objectives of good governance in terms of the Green Paper on Public Sector Procurement Reform in South Africa.
This thesis presents and analyzes the various practices in the functional area of Sourcing and Procurement. The 21 firms that are studied operate in one of the following industries: Aerospace, Apparel/ Footwear, Automotive, Computers, Communications Equipment, Consumer Packaged Goods, Pharmaceuticals, Petroleum and Retail. Those firms have been chosen for their overall supply chain excellence and the research builds on empirical data from case studies, literature survey and interviews with industry experts. By assessing the empirical data and the various practices, a framework is proposed to address the different options that the firms can use relative to the organizational structure of the Procurement Department. These options are based on a combination of the importance of the inputs and the supplier/buyer power differential. Lastly, this thesis identifies the factors that affect these options.

Abstract: This paper presents a study into the key lessons learnt from e-procurement implementation at public sector organisations in Kenya. The literature relating to e-procurement implementation and operation is reviewed, identifying main variables addressed by the current literature: impact on cost; the impact on governance; e-procurement implementation; and broader IT infrastructure issues. The research carried out was intended to explore the perceptions and reflections of both ‘early ’ and ‘late ’ adopters of e-procurement. Key lessons are drawn from the study and presented here. I recommend further research, including the need for research into failed e-procurement projects.
