Defense Appropriations

LAW

On March 15, 2022, President Biden signed the Consolidated Appropriations Act, 2022, an omnibus funding measure that includes over $2 billion for the Department of Defense (DOD) GPS program.

The President's request was $1.8 billion, including U.S. Space Force procurement and research, development, testing, and evaluation (RDT&E). View source (10 MB PDF)

Rescission

Space Integration Readiness Report

The House report "directs the Assistant Secretary of Defense for Space Policy and the Assistant Secretary of the Air Force for Space Acquisition and Integration to jointly develop, in consultation with the Service Secretaries, the Under Secretary of Defense for Personnel and Readiness, and the Director of the Joint Chiefs of Staff, a recommended approach to measure and track the readiness of space-capabilities installed in weapons platforms and other systems fielded. The draft plan on proposed approaches for a space integration readiness report shall be provided to the congressional defense committees not later than 120 days after the enactment of this Act, with a final plan ready to begin implementation submitted one year after the enactment of this Act." Transportation Appropriations

LAW

On March 15, 2022, President Biden signed the Consolidated Appropriations Act, 2022, an omnibus funding measure that includes $92 million to the Department of Transportation for the GPS Wide Area Augmentation System (WAAS) and $22 million in investments intended to support a more resilient civil GPS and to enable more responsible positioning, navigation, and timing (PNT) usage.

Complementary PNT

The explanatory statement for the final act includes the following direction to DOT: "The agreement supports the findings in the Department's January 2021 'Complementary PNT and GPS Backup Technologies Demonstration Report [DOT-VNTSC-20-07]', which found that 'the best strategy for achieving resilient PNT service is to pursue multiple technologies to promote diversity in the PNT functions that support transportation and other critical infrastructure sectors.' The agreement provides $15,000,000 to establish a program that leads to wide adoption of multiple technologies that provides the necessary GPS backup and complementary PNT as identified by the Department's report. Funding will enable, among other things, the development of safety-critical PNT requirements and standards, vulnerability and performance testing, certification protocols for safety-critical functions, the procurement of services as deemed appropriate by the Department, and user adoption models in order to facilitate the responsible use of resilient PNT services to meet Federal requirements for widespread adoption. The agreement expects the Department to report its findings and recommendations enabling GPS backup to the House and Senate Committees on Appropriations within one year of enactment of this act." National Timing Resilience and Security Act

Defense Authorization

LAW

Potential Harmful Interference to GPS

Section 1613 of the final act requires the Secretary of Defense to provide a briefing at the highest level of classification to the National Security Council, the Department of Commerce, and the Federal Communications Commission, within 30 days after the date of the enactment of this Act, on the harmful interference from the 1525 to 1559 megahertz bands and 1626.5 to 1660.5 megahertz bands to the Global Positioning System or other tactical Department of Defense systems. Within 7 days after providing the briefing, the Secretary of Defense shall provide the same briefing to congressional defense and commerce committees. Multi-GNSS Receiver Development

Section 1615 of the final act requires the Secretary of Defense to provide a briefing on the prototype program for multiglobal navigation satellite system receiver development to the Committees on Armed Services of the Senate and the House of Representatives. PNT Infrastructure Resilience

The House report "directs the Under Secretary of Defense for Research & Engineering, in consultation with the Secretaries of the Military Departments, to provide a briefing to the House Committee on Armed Services no later than March 1, 2022 addressing the Department's strategy to address current and projected vulnerabilities in GPS/PNT infrastructure and its plan to increase resilience." Alternate PNT Constellation

The House report "directs the Secretary of the Air Force, in coordination with the Director of the Air Force Research Lab and the Chief of Space Operations, to provide a briefing to the House Committee on Armed Services not later than December 31, 2021, on a detailed funding, development, procurement, and launch plan to deploy an alternate PNT constellation that provides the following capabilities: (1) rapid deployment of PNT satellites to address emerging electronic warfare threats to GPS; (2) regional military signal protection to resist jamming and on-orbit reprogrammability to counter spoofing; and (3) active Electronically Steered Phased Array antenna that can be configured to support simultaneous area of operations broadcasting independent and unique signal configurations." The Senate report "directs the Secretary of the Air Force to provide a briefing to the congressional defense committees, not later than March 31, 2022, on an alternate Positioning, Navigation, and Timing (PNT) constellation that provides the capabilities for the rapid deployment of alternate PNT satellites to address emerging threats to GPS jamming and spoofing."
