The Ministries of Love, Peace, Plenty, and Truth are ministries in George Orwell's futuristic fiction dystopia novel Nineteen Eighty-Four, set in Oceania. No ministers are mentioned in the book, and all public attention is focused on the idealized figurehead Big Brother.

Ministry of Love

The Ministry of Love (or Miniluv in Newspeak) serves as Oceania's interior ministry. It enforces loyalty to Big Brother through fear, buttressed through a massive apparatus of security and repression, as well as systematic brainwashing. The Ministry of Love building has no windows and is surrounded by barbed wire entanglements, steel doors, hidden machine-gun nests, and guards armed with "jointed truncheons". Referred to as "the place where there is no darkness", its interior lights are never turned off. It is arguably the most powerful ministry, controlling the will of the population. The Thought Police is part of Miniluv.

The Ministry of Love, like the other ministries, is a misnomer, since it is largely responsible for the practice and infliction of misery, fear, suffering and torture. In a sense, however, the name is apt, since its ultimate purpose is to instill love of Big Brother—the only form of love permitted in Oceania—in the minds of thoughtcriminals as part of the process of reverting them to orthodox thought. This is typical of the language of Newspeak, in which words and names frequently contain both an idea and its opposite; the orthodox party member is nonetheless able to resolve these contradictions through the disciplined use of doublethink.

The Ministry of Information Policy (Ukrainian: Міністерство інформаційної політики; abbreviated MIP) is a government ministry in Ukraine that was established on 2 December 2014. It was created concurrently with the formation of the Second Yatsenyuk Government, after the October 2014 Ukrainian parliamentary election. The ministry oversees information policy in Ukraine. According to the first Minister of Information, Yuriy Stets, one of the goals of its formation was to counteract "Russian information aggression" amidst pro-Russian unrest across Ukraine, and the ongoing war in the Donbass region.Ukrainian president Petro Poroshenko said that the main function of the ministry is to stop "the spreading of biased information about Ukraine".

History

A proposal to establish an information ministry for Ukraine was first put forth on 30 November 2014 by Internal Affairs Ministry advisor Anton Herashchenko. He said that ministry could protect "Ukraine's information space from Russian propaganda and counter propaganda in Russia, in the temporarily occupied territories of Crimea and eastern Ukraine". The proposal was made amidst ongoing efforts to form a government, following the October 2014 Ukrainian parliamentary election. Ukrainian president Petro Poroshenko advocated for the establishment of such a ministry through the night on 1–2 December. It was quickly pushed through parliament with little fanfare. The formation of the Second Yatsenyuk Government was announced on 2 December, with Poroshenko ally Yuriy Stets confirmed as the first Minister for Information Policy. One day after his appointment, Stets published the ministry's regulations, which were based on a draft he wrote in 2007–09. According to these regulations, the ministry is meant to "develop and implement professional standards in the media sphere", "ensure freedom of speech", and prevent the spread of "incomplete, outdated, or unreal information.
