Although born in Canada, Charles Foster emigrated to the United States in 1915 and became a US citizen in 1918. He was a walker whose best finishes in AAU competition came from 1922-25 in the 5 km. walk, when he placed in the top four every year, finishing second in 1923. He competed for the Detroit TC and Detroit YMCA. Foster worked as an auto mechanic.
