The SVC kit was only sold to news organizations, but the brochure mentions some other possible users as well: "For journalism, government, law enforcement, eduation, publicity, etc."
Interestingly, Nikon management at the time was very reluctant to sell this camera. More details in a future article (yes, I should have written it a long time ago...)
