Participation in Washington State's delegate selection process is open to all voters who wish to participate as Democrats. Those who wish to participate in the caucus and convention process who are not currently registered to vote may register to vote at the caucus or convention and then participate on the same day.

Saturday 26 March 2016: First Tier Precinct Caucuses.

The Precinct Caucuses meet at 10am to elect delegates to the legislative district caucuses and county conventions based on presidential preference. After a preliminary tally of presidential support is completed, attendees are then provided a chance to reconsider; and a final tally is taken.

A county that is wholly within a legislative district may choose its delegates to the state convention and the congressional district caucuses at the county convention. A county that is in more than one legislative district may choose its delegates to the state convention and the congressional district caucuses at legislative district caucuses during the county convention.

The Democrats reported the results by county but the delegates are allocated by CD. Washington state is divided into 39 counties and 10 Congressional Districts. The table below was made by interpolating Counties to Congressional Districts as follows: Say 30% of a county is in CDa, 60% in CDb and 10% in CDc. We take 30% of the county vote and apply it to CDa, 60% of the county vote and apply it to CDb, and 10% of the county vote and apply it to CDc. We did that for each of the 39 counties. Hence, this is a rough estimate.

Sunday 17 April 2016 (presumably): Second Tier Legislative District Caucuses.

Legislative district caucuses meet at 1 pm to elect delegates to the Congressional District caucuses and State Convention.

Sunday 1 May 2016 (presumably): Second Tier County Conventions.

County Conventions meet at 1 pm to elect delegates to the Congressional District caucuses and State Convention. They also adopt county platforms and resolutions.

Saturday 21 May 2016 (presumably): Third Tier Congressional District Caucuses. Delegate Pledging: Proportional Caucus/Convention. Voter Eligibility: Modified Caucus/Convention. 101 of 118 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today's Congressional District Caucuses. A mandatory 15 percent threshold is required in order for a presidential contender to be pledged National Convention delegates at either the congressional district or statewide level. Sunday 19 June 2016: State Convention / State Party Committee.

National Convention Pledged PLEO and At-Large delegates are elected at the State Convention by the State Party Committee according to the results of the Congressional District Caucuses.

The remaining 17 National Convention delegates consist of

• 8 Members of Congress (2 Senators and 6 Representatives).
• 1 Governor.
• 0 Distinguished Party Leaders.

These 17 delegates and will go to the Democratic National Convention officially "Unpledged".

SB 5978, sponsored by Senator Pam Roach (Republican), Senator Marko Liias (Democratic), and Senator Joe Fain (Republican) on 13 February 2015, would move the state's Presidential Primary from the 4th Tuesday in May to the 2nd Tuesday in March.

HB 2139, sponsored by Representative Sam Hunt (Democratic), Representative Joel Kretz (Republican), and Representative Dick Muri (Republican) on 17 February 2015, would move the state's Presidential Primary from the 4th Tuesday in May to the 2nd Tuesday in March.

HB 2185, sponsored by state Representative Sam Hunt (Democratic) on 27 February 2015, would cancel the 2016 Pesidential primary.

The state legislature adjourned 24 April 2015 so the bills above are dead.
