The election of the actual National Convention delegates (who will be formally pledged according to the results of the Virginia Republican Primary) begins with local meetings held in each independent city and county of the Commonwealth of Virginia. The State Party Plan requires each independent city and county Republican Party to hold a Mass Meeting, Party Canvass or Convention to select delegates to the congressional district conventions and state convention and to elect local Party officials.

Virgina does not register voters by party. Voters will publicly declare their Party preference and that preference will be publicly recorded.

Tuesday 1 March 2016: Virginia Primary. Hours 6:00a-7:00p EST (1100-0000 UTC). Delegate Selection: Proportional Primary. Voter Eligibility: Open Primary.

Tuesday 1 March 2016: All 49 of Virginia's delegates to the Republican National Convention are pledged to presidential contenders in today's Virginia Presidential Primary.

• For each candidate, multiply 49 by the number of votes received by that candidate and divide by the total primary vote. Round to the nearest whole number.
• In the event that a to few delegates are allocated, the candidate closest to the rounding threshold receives a delegate. In the event that are too many delegates allocated, the candidate furthest from the rounding threshold looses a delegate.

Trump: 49 delegates × 356,840 ÷ 1,025,452 = 17.051 delegates. Round to 17.
Rubio: 49 delegates × 327,918 ÷ 1,025,452 = 15.669 delegates. Round to 16.
Cruz: 49 delegates × 171,150 ÷ 1,025,452 = 8.178 delegates. Round to 8.
Kasich: 49 delegates × 97,784 ÷ 1,025,452 = 4.672 delegates. Round to 5.

All Congressional and At-Large National Convention delegates to are bound for the first ballot at the Republican National Convention.

Wednesday 2 March - Saturday 21 May 2016 (presumably): Congressional District Conventions.

Following the local elections, each of the 11 Congressional Districts will hold a convention and elect three Delegates to the Republican National Convention (who will be pledged according to the results of the Virginia Republican Primary).

• The district convention also nominates a Presidential Elector who would represent the district in the Electoral College if the Republican Presidential nominee carries Virginia on Tuesday 8 November 2016. Only duly elected Delegates representing the independent cities and counties of the congressional district may vote at the congressional district convention.

Saturday 30 April 2016 (presumably): The State Convention convenes in Richmond.

13 At-Large National Convention Delegates (all of whom are bound according to the results of the Virginia Republican Primary) are elected.

The State Convention chooses 3 party leader delegates (a State Party Chairman is elected; and a National Committeeman and a National Committeewoman are nominated) all of whom will attend the convention as pledged delegates by virtue of their position.

• The State Convention nominates two At-Large Presidential Electors to serve in the Electoral College if the Republican Presidential nominee carries Virginia. Only duly elected Delegates representing the each of the independent cities and counties in Virginia may vote at the State Convention.

On 27 June 2015, the Virginia Republican Party leadership voted 42-39 with 1 abstention to nominate their delegates by proportional Primary in 2016.
