Participation in Delaware's delegate selection process is open to all voters who are registered to vote as Democrats.

"Pursuant to Delaware State Law, if the Delaware Democratic Party submits the name of only one Presidential Candidate, and no other candidates file for the ballot, the state run Presidential Primary shall be cancelled.

Tuesday 26 April 2016 (presumably): Delaware Primary. Hours 7:00a-8:00p EDT (1100-0000 UTC). Delegate Pledging: Proportional Primary. Voter Eligibility: Closed Primary.

Tuesday 26 April 2016 (presumably): 21 of 32 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of the voting in today's Delaware Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the "subdivision" or statewide level. Here is how the Democratic Proportional Delegate Allocation Math works.

  • Delaware, having only 1 Congressional District, has chosen to allocate their "District" delegates by City and County: 14 "subdivision level delegates" are allocated proportionally to presidential contenders based on the primary results in four "subdivisions": Kent County, Sussex County, New Castle County (portions of the county within the state's largest city Wilmington), and New Castle County (portions of the county outside of Wilmington).
  • 7 delegates are to be allocated to presidential contenders based on the primary vote statewide.
    • 5 at-large National Convention delegates
    • 2 Pledged PLEOs

Saturday 7 May 2016 (presumably): State Convention in Dover. State Convention delegates are elected by the Representative District level caucuses held 1-31 March 2016.

National Convention Subdivision ("District") level are elected according to the results of the primary. Pledged PLEO and At-Large delegates are elected by a quorum of subdivision-level National Convention delegates according to the results of the primary.

The remaining 11 National Convention delegates consist of

  • 11 Unpledged PLEO delegates:
    • 6 Democratic National Committee members.
    • 3 Members of Congress (2 Senators and 1 Representative).
    • 1 Governor.
    • 1 Distinguished Party Leader (Vice President Joseph Robinette "Joe" Biden, Jr.)

These 11 delegates and will go to the Democratic National Convention officially "Unpledged".
