Distributional impact of global warming environmental policies: A survey

Abstract:
In this paper we present a survey of distributional impact analysis of environmental policies envisaged or implemented to reduce greenhouse gasses emissions. Implementation of policies by developed countries has an objective of reducing greenhouse gasses directly or indirectly. However, these policies can produce important changes in factor allocation, relative prices in specific countries as well as on world markets when large countries of when policies are adopted by a large number of countries. These policies can produce important changes in welfare for important portion of vulnerable groups of population in developing countries. This survey reveals that the computable general equilibrium (CGE) microsimulation approach has not been fully exploited in the context of distributional impact analysis of CC policies and that developing economics exhibit features that warrant country specific applications to draw clear conclusions on the regressivity or progressivity of CC policies.
